The last few years have seen an ex traordinary change in the climate of East-West relations. The programme of political and economic reform which President Gorbachev initiated in the Soviet Union and which is now spreading throughout most of Eastern Europe has been parallelled by serious efforts to reach agreement on measures for conventional and nuclear disarmament. This has led to new hope that international peace and security can at last be built upon the firm foundation of justice, respect for in ternational law and a determination to approach problems in a spirit of genuine co-operation rather than one of distrust and confrontation. This new climate encourages us in the belief that the obvious common sense of preventing the further spread of nuclear weapons will come to be shared by all nations. At the same time, we have to recognize two very disturbing facts, which imply that there can be no slackening of our efforts to strengthen the non-proliferation regime.

The NPT was designed to:! prevent the spread of nuclear weapons (Articles I, II);! provide assurance, through international safeguards, that the peaceful nuclear activities of non-nuclear weapon states are not diverted to making nuclear weapons (Article III);! promote, to the maximum extent consistent with the other purposes of the treaty, the peaceful uses of nuclear energy through full cooperation (Article IV);! express the determination of the parties that the treaty should lead to further progress in comprehensive arms control and nuclear disarmament (Article VI) In recent years, several developments have led many to believe that the nuclear nonproliferation regime needs to be strengthened: the discovery of the A.Q. Khan nuclear black market network, Iran s unreported nuclear activities, including secret uranium enrichment facilities, the withdrawal of North Korea from the NPT in April 2003, and the discovery of Libya s covert nuclear weapons program, renounced in December 2003. Brazilian Ambassador Sergio Duarte, who will chair the May Review Conference, suggested that the main difficulty facing the review conference will be how to balance a perceived need for greater controls with treaty provisions that ensure the right to peaceful applications of nuclear technology. While the conference is unlikely to make specific recommendations, it will likely discuss some proposals to strengthen the regime, including those from President Bush and the International Atomic Energy Agency (IAEA) Director General Mohamed ElBaradei.

The first part reconstructs the criticism of nuclear peace, both past and present, with a particular emphasis on technology. The second part focuses on the most revolutionary change since the beginning of the nuclear revolution, namely the Humanitarian Initiative and the resulting Nuclear Ban Treaty (2017), which allows imagining non-nuclear peace anew. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation.
