Book excerpt: Innovation through information and communication technologies is a key enabler in transforming food systems and holds great potential to achieve the Sustainable Development Goals. Recent developments, such as mobile technologies, smart networks, drones, remote-sensing, distributed computing, as well as disruptive technologies, such as blockchain, the Internet of things and artificial intelligence, are serving as the premise for a “digital revolution” whereby management of resources can potentially be highly optimized, intelligent and anticipatory. This publication establishes chain traceability as the substrate over which digital solutions need to operate. It provides a comprehensive introduction to blockchain, and covers smart contracts, explores how they relate to blockchain with an example of their use in seafood value chains, and then examines major development and operational considerations for blockchain applications. The publication also analyses the seafood supply chain with considerations on flag, coastal, port, processing and market States. It identifies general control elements (critical tracking events and corresponding key data elements) that form the basis for traceability monitoring and acquisition, and summarizes suitability for blockchain. It also investigates considerations for legality, transparency, species fraud and food safety.

A comprehensive literature review covering books, articles, journals, news, and expert opinions has been conducted to address the research questions. The findings in the thesis lead to the conclusion that blockchain is a promising technology that has the potential to transform the food supply chain. Blockchain is capable of building consumer trust, providing information about the food we consume, and making the food traceability easier. Furthermore, it builds transparency among the stakeholders. Last but not least, it makes the food chain cost-effective by automating most of the transactions and eliminating paperwork and intermediaries. This paper ends with a discussion of some challenges in implementing blockchain due to its early phases of development.

Blockchain can be the game changer to equip companies with a seamless traceable system in order to cross borders of their own organisation and track products from the upstream to the downstream of the supply chain.When implemented effectively, it connectsand enables efficiency, transparency and accountability among participating actors which tend to be disconnectedand lacking from trusted relationships. This project consist in the development of an end-to-end model particularised for the food industrywith traceability as the cornerstone. It has been developed a business case over a seafood company with the intention to serve as a prototype model to be exported and implemented in other companies of the industry. The report starts analysing the maturity level of blockchain and examining platforms and networks where it can be implemented by breaking down strengths and weaknesses of each. It concludes with a feasibility study of the developed solutiontaking into account economic, technical and scheduling considerations.

Limited logistics capacity in the region, coupled with lack of access to continuous cold chain, has resulted in weak supply chain management, high level of food loss, lack of compliance with food quality and safety standards; information asymmetries; and unfair value distribution, affecting income and livelihood of small and medium-sized producers. Improving traceability and transparency along the agrifood value chains can help building consumers' trust by better tracking the origin of food, identifying, detecting and mitigating the impact of food safety and quality issues in a timely manner and enhancing price visibility and information sharing on value distribution in each stage of the value chain. Digital technologies can play an important role in enhancing traceability and transparency by ensuring the collection of comprehensive, consistent and reliable data along the supply chain, real-time tracking, easy aggregation, integration, analysis and sharing of data. Despite the recognition of game changing potential, few studies have analysed the feasibility of application of these technologies to improve traceability and transparency of value chains, from farm-gate to market, in the region. To fill this gap in knowledge, this study was conducted to understand the digital landscape in the region, examine barriers and incentives for uptake of these technologies and to propose solutions that can improve the adoption rate and sustainability of digital technologies for small and medium-sized producers.”

This document seeks to align and improve existing national monitoring, control and surveillance (MCS) tools, as well as product tracking systems, in order to support more effective national CDS implementation and strengthen CDS throughout the international supply chain. The document contains chapters on the legal and policy background to CDS, an introduction to the features and requirements of existing schemes, as well as guidance on how to handle CDS information requirements and identify national key data elements. Finally, it provides a series of exercises for assessing relevant national capabilities and coordination processes, including the management and exchange of information.

Despite this progress, there are still many challenges relating to the traceability of products and transparency in supply chain management. Database systems managing transaction records were managed in isolation, not open to all the other stakeholders in the chain; they were open to fraud, and transactions were difficult to secure.
