Lightness or buoyancy of material was required in order that the fragments of the cartridges, after an ineffective blast, might float out of the hole, and not remain in to choke it, and prevent the introduction of a new charge. Incompressibility was requisite to prevent the powder from becoming caked from the pressure of the heavy column of water, in which state the ignition from the fuses or exploders was slow and incomplete. Cheapness was a desideratum, but not a controlling one. The ah solute requisite was that the cartridges should be water-tight.
