Book excerpt: In 'Black Wednesday', Alan Budd discusses the contribution of ERM membership to Britain's recent economic performance. Budd suggests that Britain joined the ERM 'in despair' after trying various methods of controlling monetary growth without the success that had been anticipated. Whilst membership of the ERM did not happen at an ideal time, because of serious imbalances within and between member economies in the late 1980s, it did provide a discipline to reduce inflation that might have been difficult to maintain without membership. The author discusses how membership of the ERM was a necessary precondition for the adoption of the stable and successful monetary arrangements that Britain has today. Samuel Brittan, Tim Congdon and Derek Scott provide commentaries on Budd's analysis. Congdon and Scott in particular have reservations about the case that Budd makes. This collection provides an important contribution to the analysis of a very significant event in Britain's recent economic and political history.

Book excerpt: This volume identifies and compares 'fiscal squeezes' (major efforts to cut public spending and/or raise taxes) in the UK over a century from 1900 to 2015. The authors examine how different the politics of fiscal squeeze and austerity is today from what it was a century ago, how (if at all) fiscal squeezes reshaped the state and the provision of public services, and how political credit and blame played out after austerity episodes. The analysis is both quantitative and qualitative, starting with reported financial outcomes from historical statistics and then going behind those numbers to explore the political choices and processes in play. This analysis identifies some patterns that have not been explained or even recognized in earlier works on retrenchment and austerity. For example, it identifies a long term shift from what it terms a 'surgery without anaesthetics' approach (deep but short-lived episodes of spending restraint or tax increases) in the earlier part of the period towards a 'boiling frogs' approach (episodes in which the pain is spread out over a longer period) in more recent decades. It also identifies a curious reduction of revenue-led squeezes in more recent decades, and a puzzle over why blame-avoidance logic only led to outsourcing painful decisions over squeeze in a minority of cases. Furthermore, the volume's distinctive approach to classifying types of fiscal squeezes and qualitatively assessing their intensity seeks to solve the puzzle as to why voter'punishment' of governments that impose austerity policies seems to be so erratic.

The aim is to provide a comprehensive and detailed analysis of Scotland's place in the UK. This paper examines how Scotland might arrange its currency and wider macroeconomic framework. It reviews the current UK arrangements and examines the options for change. In the event of a vote for independence Scotland would have to establish its own institutional framework, and the current system of risk-sharing would end. An independent Scottish state would have four main currency options: continue to use sterling with a formal agreement with the continuing UK (a sterling currency union); use sterling unilaterally with no formal agreement ('sterlingisation'); join the euro; or introduce a new Scottish currency. This paper examines all these options and concludes that all of them would be less likely to be economically suitable for both Scotland and the rest of the UK.
