Coming on the heels of the protest era and politics era, the current stage is characterized by the emergence of a new black middle class that came of age after the Civil Rights struggle. Although class still isn’t a strong factor in the external politics of the black community, it is increasingly a wedge issue in the community’s internal politics. Black politics today is increasingly less about the interest of the larger group and more about the interest of smaller subgroups within the community. Theodore J. Davis Jr. argues that the greatest threat to the social and political cohesiveness of the so-called black community may be the rise of a socially and economically privileged group among the ranks of black America. This rift has affected blacks’ ability to organize effectively and influence politics. Davis traces the changes in economic status, public opinion, political power and participation, and leadership over three generations of black politics. Demographic changes resulting from immigration and ethnic blending are dramatically affecting the character and identity of Black populations throughout the US. Black Americans are becoming more ethnically diverse at the same time that they are sharing space with newcomers from near and far. In addition, the movement of Black populations out of the cities to which they migrated a generation ago—a reverse migration to the American South, in some cases, and in other cases a movement from cities to suburbs shifts the locus of Black politics. At the same time, middle class and white populations are returning to cities, displacing low income Blacks and immigrants alike in a renewal of gentrification. All this makes for an important laboratory of discovery among social scientists, including the diverse range of authors represented here. Drawing on a wide array of disciplinary perspectives and methodological strategies, original chapters analyze the geography of opportunity for Black Americans and Black politics in accessible, jargon-free language. Moving beyond the Black–white binary, this book explores the tri-part relationship among Blacks, whites, and Latinos as well. Book excerpt: In political opinion surveys from the 1950s through the 1970s, African Americans were consistently among the most liberal groups in the United States and were much further to the left than White Americans on most issues. Starting in the 1980s, Black public opinion began to move to the center, and this trend has deepened since. Why is this the case? Katherine Tate contends that Black political incorporation and increased affluence since the civil rights movement have made Black politics and public opinion more moderate over time. Black leaders now have greater opportunity to participate in mainstream politics, and Blacks look to elected officials rather than activists for political leadership. Black socioeconomic concerns have moved to the center as poverty has declined and their economic opportunities have improved. Based on solid analysis of public opinion data from the 1970s to the present, Tate examines how Black opinions on welfare, affirmative action, crime control, school vouchers, civil rights for other minorities, immigration, the environment, and U.S. foreign policy have changed.

The realities of contemporary black America capture the nature of the crisis: life expectancy for black males is now below retirement age; median black income is less than 60 per cent that of whites; over 600,000 African-Americans are incarcerated in the US penal system; 23 per cent of all black males between the ages of eighteen and 29 are either in jail, on probation or parole, or awaiting trial. At the same time, affirmative action programs and civil rights reforms are being challenged by white conservatism. Confronted with a renascent right and the continuing burden of grotesque inequality, Manning Marable argues that the black struggle must move beyond previous strategies for social change. The politics of black nationalism, which advocates the building of separate black institutions, is an insufficient response. The politics of integration, characterized by traditional middle-class organizations like the NAACP and Urban League, seeks only representation without genuine power. Instead, a transformationist approach is required, one that can embrace the unique cultural identity of African-Americans while restructuring power and privilege in American society. Book excerpt: "Over the last half century, there has been a marked increase in ideological conservatism among African Americans, with nearly 50% of black Americans describing themselves as conservative in the 2000s, as compared to 10% in the 1970s. Support for redistributive initiatives has likewise declined. And yet, even as black Americans shift rightward on ideological and issue positions, Democratic Party identification has stayed remarkable steady, holding at 80% to 90%. It is this puzzle that White and Laird look to address in this new book: Why has ideological change failed to push black Americans into the Republican party? Most explanations for homogeneity have focused on individual dispositions, including ideology and group identity. White and Laird acknowledge that these are important, but point out that such explanations fail to account for continued political unity even in the face of individual ideological change and of individual incentives to defect from this common group behavior. The authors offer instead, or in addition, a behavioral explanation, arguing that black Americans maintain political unity through the establishment and enforcement of well-defined group expectations of black political behavior through a process they term racialized social constraint. The authors explain how black political norms came about, and what these norms are, then show (with the help of survey data and lab-in-field experiments) how such norms are enforced, and where this enforcement happens (through a focus on black institutions). They conclude by exploring the implications of the theory for electoral strategy, as well as explaining how this framework can be used to understand other voter communities"--
