Book excerpt: I went to Kyrgyzstan as part of the EU SENSUM team investigating using remote sensing to map hazards and monitor disaster recovery. We ran a scenario planning game in Bishkek with Emergency personnel from Kyrgyzstan and Tajikistan. Our host takes us to a night club. It's in a vast concert bunker. We toast each other unmercifully with vodka shots until encouraged onto the dance floor where we dance with a group of attractive young girls they call the 'jet-set'. We went for a walk in the snow covered Tien Shan and walked up the Ala Acha gorge. We wanted to see snow leopard, but all we saw were the inquisitive marmots and circling eagles. Having forgotten my trainers I had only sandals to keep my feet warm. Bishkek, capital of Kyrgyzstan is a fascinating city, with its tree-lined boulevards, Soviet 'brave new world' architecture and a huge statue of Lenin pointing towards a future long gone. Bishkek is a city on the ancient 'silk-road' and there is a relaxed human feel to the place.

Book excerpt: Language contact between Russian and Kyrgyz speakers in the Kyrgyz Soviet Socialist Republic and in present day Kyrgyzstan has historically been a source of conflict. With independence, the young state began its search for a new identity in which language played a crucial role. Communicative and symbolic necessities therefore had to be considered in the formulation of an adequate language policy. This book describes the sociolinguistic processes in independent Kyrgyzstan from an ethno-linguistic perspective and gives an overview of language policy in both the Soviet Union and independent Kyrgyzstan. Drawing on 25 in-depth interviews and observations conducted during two years of fieldwork in Kyrgyzstan, the author explains why, in contrast to the status of titular languages in other former Soviet republics, the Kyrgyz language in Kyrgyzstan is still dominated by Russian after more than a decade of independence.

The country opened up massively to Western influence through development aid for civil society and for economic reforms, faced two revolutions in 2005 and 2010, and experienced bloody interethnic conflict in 2010. Kyrgyzstan is therefore commonly studied as a twin case: that of having been, for more than two decades, both an “island of democracy” in Central Asia—and the only country of the region to have made the transition to a parliamentary regime—and the archetypical example of a “failing state,” one marked by endemic corruption, criminalization of the state apparatus, and collapse of public services. This volume goes beyond these two clichés and provides a research-based and unideological narrative on the country. It identifies political dynamics, their powerbrokers, and the role of international organizations; investigates the profound social transformations of both the rural and the urban worlds; and examines the broad feeling, by local actors, that Kyrgyzstan’s fragile state identity should be consolidated. This book gives the floor to the new generation of scholars whose long-term vernacular-language field research made it possible to provide new interpretative prisms for the complex evolution of Kyrgyzstan.
