Book excerpt: More than 7 years after the terrorist attacks of 9/11 and the subsequent anthrax-laced mailings in Oct. of that year, and 3 years after Hurricanes Katrina and Rita devastated the Gulf Coast region, America has grown complacent about public health emergency preparedness. While significant progress has been made to better protect the country from health emergencies, funding for essential programs had been cut, putting these improvements in jeopardy. Additionally, a number of critical areas of preparedness still have significant gaps. This report assesses the level of preparedness in the states, evaluates the fed. government¿s role and performance, and offers recommendations for improving emergency preparedness. Available in PDF, EPUB and Kindle. Book excerpt: A contemporary history of a critical period, Are We Ready? analyzes the impact of 9/11, the anthrax attacks that followed, and preparations for a possible smallpox attack on the nation's public health infrastructure. David Rosner and Gerald Markowitz interviewed local, state, and federal officials to determine the immediate reactions of key participants in these events. The authors explore the extent to which these emergencies permanently altered the political, cultural, and organizational life of the country and consider whether the nation is now better prepared to withstand another potentially devastating attack. This well-reasoned and well-researched book presents compelling evidence that few with hands-on experience with disease and emergency preparedness believe that an adequate response to terrorism—whether biological, chemical, or radiological—is possible without a strong and vibrant infrastructure to provide everyday services as well as emergency responses. Are We Ready? begins with an examination of the experiences of local New York officials who were the first responders to 9/11 and follows them as events unfolded and as state and national authorities arrived. It goes on to analyze how various states dealt with changing federal funding for a variety of public health services. Using oral histories of CDC and other federal officials, the book then focuses on the federal reaction to 9/11 and anthrax. What emerges is a picture of dedicated public servants who were overcome by the emotions of the moment yet who were able to react in ways that significantly reduced the public anxiety and public health threat. Despite the extraordinary opportunity to revitalize and reinvigorate the nation’s public health infrastructure, the growing federal and state budget deficits, the refocusing of national attention on the war in Iraq, and the passage of time all combined to undermine many of the needed reforms to the nation’s public health defenses. Book Preparing for Mass casualty Incidents

Download or read book Preparing for Mass casualty Incidents written by Steven A. MacArthur and published by Hcpro Incorporated. This book was released on 2002 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the increased concern about bioterrorism -- whether chemical, biological or radiological -- there is an emphasis on hospital preparedness for serious mass-casualty incidents (MCIs). And even though The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) began requiring hazard vulnerability analysis (HVA) as part of its environment of care program when it revised the emergency management standards in January 2001, most hospitals have not yet developed adequate emergency plans either because of monetary concerns or confusion about the best way to get started.

Chapters on logistics and protecting the infrastructure help personnel distinguish the specific risks and vulnerabilities of each unique institution and assists in identifying specific solutions for disaster and bioterrorism preparedness. Principles and techniques discussed are applicable to all disasters, both large and small, not just bioterrorism. Technical aspects such as hospital power and telecommunications are covered, in addition to patient care, response to mass casualties, large-scale drills, and surge capacity. Organized along functional lines, patient flow, medical specialty, and infrastructure. A complimentary website with supplementary materials, check-lists, and references enhances the text and provides additional resources for preparedness.

Book Bioterrorism and Public Health

Download or read book Bioterrorism and Public Health written by Vitali B. Mellehovitch and published by Nova Publishers. This book was released on 2004 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bioterrorism poses a unique challenge to the medical care and public health systems. Unlike an explosion or chemical attack, which results in immediate and visible casualties, the public health impact of a biological attack can unfold gradually over time. Until a sufficient number of people arrive at the emergency rooms and doctors' offices complaining of similar illnesses, there may be no sign that an attack has taken place. The speed and accuracy with which the doctors and laboratories reach the correct diagnoses and report their findings to public health authorities has a direct impact on the number of people who become ill, and the number that die. The nation's ability to respond to a bioterrorist attack, therefore, depends crucially on the state of preparedness of its medical care systems and public health infrastructure. Public health experts have for years complained about the deterioration of the public health system through neglect and lack of funding. They warn that the nation is ill equipped and insufficiently prepared to respond to a bioterrorist attack. For example, they point out that there are too few medical personnel trained to spot biological attacks, a shortage of sophisticated laboratories to identify the agents, and inadequate supplies of drugs and vaccines to counteract the threat. They also contend that inadequate plans exist for setting up quarantines and emergency facilities to handle the sick and infectious victims. Improving public health preparedness and response capacity offers protection not only from bioterrorist attacks, but also from naturally occurring public health emergencies. Public health officials are increasingly concerned about our exposure and susceptibility to infectious disease and food-borne illness because of global travel, ubiquitous food imports, and the evolution of antibiotic-resistant pathogens. This book reviews critical issues in the US public system and its vulnerability or lack thereof to bioterrorism.
