Available in PDF, EPUB and Kindle. Book excerpt: Even after more than 15 years of the emergence of modern biotechnology in agriculture, much of Africa remains reluctant if not hostile to it. Some view modern biotechnology as the new messiah to lift Africa from starvation and food insecurity while others hold the contrary view and advise Africa to stay away from the technology for reasons ranging from health and environmental concerns to economic considerations. They fear that the unfolding 'gene revolution' is destined to fail on its promises because of the existing complex economic, social, and political circumstances in Africa as was the case in the green revolution. Africa continues to be gripped in the polarized debate so much so that it is unable to make informed decision on a technology with promises that could potentially address some of the problems of agriculture in the continent. This paper explores issues related to modern biotechnology in general and genetically modified organisms (GMOs) in particular in the context of Africa. To that end, it begins by briefly exploring the debate on modern biotechnology and relating it to the context of Africa. It then presents the state of modern biotechnology in Africa and the different positions of African countries, and it subsequently examines the different concerns on GMOs in the context of Africa. The paper makes the conclusion that while technology alone may not necessarily resolve all the ills of Africa's agriculture, modern biotechnology should certainly be attractive to Africa- a continent known for a long history of poverty, chronic food insecurity and malnutrition. Modern biotechnology may assist in improving yields and quality of crops- plants could be more resistant to diseases, pests, drought or any other strenuous environmental conditions or improved strong properties or quality characteristics which are all the very evils of Africa's agriculture. The existence of divergent views on modern biotechnology should not prevent Africa from making informed decision and harnessing the benefits while at the same time ensuring its safety in terms of health and the environment as well as its relevance to the needs and priorities of the continent. The farmers you eventually meet are mostly women, hardworking but visibly poor. They have no improved seeds, no chemical fertilizers, no irrigation, and with their meager crops they earn less than a dollar a day. Many are malnourished. Nearly two-thirds of Africans are employed in agriculture, yet on a per-capita basis they produce roughly 20 percent less than they did in 1970. Although modern agricultural science was the key to reducing rural poverty in Asia, modern farm science—including biotechnology—has recently been kept out of Africa. In Starved for Science Robert Paarlberg explains why poor African farmers are denied access to productive technologies, particularly genetically engineered seeds with improved resistance to insects and drought. He traces this obstacle to the current opposition to farm science in prosperous countries. Having embraced agricultural science to become well-fed themselves, those in wealthy countries are now instructing Africans—on the most dubious grounds—not to do the same. In a book sure to generate intense debate, Paarlberg details how this cultural turn against agricultural science among affluent societies is now being exported, inappropriately, to Africa. Book excerpt: A variable climate, political instability, and other constraints have limited agricultural development in African countries south of the Sahara. Genetically modified (GM) crops are one tool for enhancing agricultural productivity and food security despite such constraints. Genetically Modified Crops in Africa: Economic and Policy Lessons from Countries South of the Sahara investigates how this tool might be effectively used by evaluating the benefits, costs, and risks for African countries of adopting GM crops. The authors gather together studies on GM crops’ economic effects and impact on trade, how consumers view such crops, and other issues. They find that GM crops have had, on average, a positive economic effect in the nations where they were used and identify future steps for enhancing GM crop adoption’s positive effects. Promising policy initiatives include making biosafety regulations that do not make GM crop development prohibitively expensive, fostering intraregional trade in GM crops, and providing more and better information about GM crops to consumers who might currently be skeptical of them. These and other findings in Genetically Modified Crops in Africa indicate ways biotechnology can contribute to economic development in Africa south of the Sahara.

Agricultural biotechnology comprises several scientific techniques (genetic engineering, molecular marker-assisted breeding, the use of molecular diagnostics and vaccines, and tissue cul­ture) that are used to improve plants, animals, and microorganisms. However, in prepar­ing this desktop analysis, IFPRI has focused on genetic modification (GM) technologies in particular and on the agricultural context in which they are being applied, because GM technologies are at the center of the controversy about biotechnology’s role in Africa. In addition, because we have attempted to focus our review on peer-reviewed evidence and documented examples, the preponderance of data presented in the report is focused on genetically modified (also abbreviated GM) crops in use and under development, although we recognize the potential of the technology for livestock, fisheries, and forestry.

Book excerpt: Although the first Agro-Food products based on modem biotechnology (e. g. recombinant chymosin for cheese production; tomato puree based on genetically engineered tomatoes; herbicide-resistant, genetically modified soybean; insect resistant maize) have been introduced in the EU markets in recent years, the application of this technology is still being intensively discussed in the European Union. Recent opinion polls indicate as well that consumers' acceptance of genetically engineered food and agro-products still is relatively low (e. g. European Commission 1997, Hampel et al. 1997), at least in some member states of the EU. In contrast, representatives from politics and industry underline the necessity to apply modem biotechnology in the Agro-Food sector as well, mainly to ensure the competitiveness of EU agriculture and food industry and for employment reasons. Against this background there seems to be a need for a scientific analysis of the future impacts of modem biotechnology in the Agro-Food sector of the EU. Recent studies trying to analyse this issue (e. g. OECD 1992, Teuber 1992) usually comprise extrapolations of status-quo analyses. What has not been exploited so far in this context are systematic technology forecasting approaches which do not include only one single country, but get information on an international level. Therefore, the impacts of modem biotechnology on the Agro-Food sector in five member countries of the EU (Germany, Greece, Italy, the Netherlands, and Spain) have been analysed with the help of the Delphi methodology which represents one of the most reliable tools for technology forecasting.
