Book Evaluation of the Updated Site Specific Risk Assessment for the National Bio and Agro Defense Facility in Manhattan Kansas

Download or read book Evaluation of the Updated Site Specific Risk Assessment for the National Bio and Agro Defense Facility in Manhattan Kansas written by National Research Council and published by National Academies Press. This book was released on 2012-09-24 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Safeguarding U.S. agriculture from foreign animal diseases and protecting our food system require cutting-edge research and diagnostic capabilities. The Department of Homeland Security (DHS) and the U.S. Department of Agriculture (USDA) have embarked on an important mission to replace the aging Plum Island Animal Disease Center (PIADC) with a new facility, the National Bio- and Agro-Defense Facility (NBAF). When operational, this new facility would be the world's fourth biosafety level-4 laboratory capable of large animal research. It would serve as a critical world reference laboratory for identifying emerging and unknown disease threats, and would thus be a critical asset in securing the future health, wealth, and security of the nation. DHS selected Manhattan, Kansas, as the site for the new NBAF after an extensive site-selection process that involved an environmental impact statement. The Government Accountability Office (GAO) raised concerns about DHS's analysis of the potential spread of foot-and-mouth disease virus (FMDv), one of the most serious foreign animal disease threats. Congress directed DHS to conduct a site-specific risk assessment (SSRA) for the NBAF, instructed the National Research Council (NRC) to independently evaluate the SSRA, and prohibited obligation of NBAF construction funds until the NRC review was complete. Congress mandated that DHS revise its SSRA to address shortcomings of the 2010 SSRA, directed the NRC to evaluate the updated SSRA (uSSRA), and again prohibited obligation of construction funds until the completion of the second review. The scope for both of these SSRA reports addressed accidental release of pathogens from the NBAF in Manhattan, Kansas and excluded terrorist acts and malicious threats from its risk assessments. Evaluation of the Updated Site-Specific Risk Assessment for the National Bio- and Agro-Defense Facility in Manhattan, Kansas is the evaluation of the final uSSRA.

Book An Exploration of the Contingent Necessities of Agricultural Biotechnology

Download or read book An Exploration of the Contingent Necessities of Agricultural Biotechnology written by Dona Barirani and published by Herbert Utz Verlag. This book was released on 2015-09-22 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than any other technology it is biotechnology that intervenes deeply in the original substance of life, the DNA. Particularly agricultural biotechnology, including its production of gene-food, plays a fundamental role for any kind of life and, therefore, for human societies. In this context, the interrelating dimensions of technology, economy, and politics have to be considered for doing justice to the high complexity of this research field. Pursuing this aim, this work elaborates the contingent necessities of agricultural biotechnology. At different levels of abstraction and complexity, occurrences are decoded as interplays of various different factors while reductionism and mono-causal explanations are fundamentally denied. This book is a comprehensive study of modern agricultural biotechnology that links current developments to relevant trajectories of past times. The author addresses political scientists, decision-makers and also natural scientists that are engaged in this field.

  • ISBN : 9789251057292
  • Pages : 144 pages

Download or read book FAO Biosecurity Toolkit written by Food and Agriculture Organization of the United Nations. Biosecurity Priority Area for Interdisciplinary Action and published by Food & Agriculture Org.. This book was released on 2007 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This toolkit provides practical guidance and support to develop and implement national biosecurity frameworks at the country level. It presents the benefits of a harmonized and integrated approach to biosecurity and illustrates the experiences of countries, including Belize, Norway and New Zealand, which have adopted such an approach in recent times. By providing a framework to identify cross-cutting biosecurity capacity needs based on an integrated approach, this toolkit addresses the gaps inherent in a purely sectoral approach to biosecurity. The purpose is to support governments to better manage biosecurity as a means to protect public health, agricultural production and the environment. At the same time, this will enhance the ability of countries to comply with international agreements, regulations and requirements focused on sanitary and phytosanitary measures, contributing to economic development and trade.

The Cartagena Protocol on Biosafety of the Convention on Biological Diversity deals with one of the most important and challenging issues thrown up by developments in biotechnology. This volume is a comprehensive review of the protocol and the process that led to its adoption. It includes contributions from many of the key players involved and analyses the commercial and political interests at stake, the operations and implications of the protocol, and prospects for the future.

Book Methods for Risk Assessment of Transgenic Plants

Download or read book Methods for Risk Assessment of Transgenic Plants written by Klaus Ammann and published by Springer. This book was released on 2012-12-06 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: For centuries, TK has been used almost exclusively by its creators, that is, indigenous and local communities. Access to, use of and handing down of TK has been regulated by local laws, customs and tmditions. Some TK has been freely accessible by all members of an indigenous or local community and has been freely exchanged with other communities; other TK has only been known to particular individuals within these communities such as shamans, and has been handed down only to particular individuals of thc next generation. Over many generations, indigenous and local communities have accumulated a great deal of TK which has generally been adapted, developed and improved by the generations that followed. For a long time, Western anthropologists and other scientists have generally been able to freely access TK and have documented it in their works. Still, this TK was only seldom used outside the indigenous and local communities that created it. More recently, however, Western scientists have become aware that TK is neither outdated nor valueless knowledge, but, instead, 1 can be useful to solve some of the problems facing today's world. Modem science, for example, has shown an increased interest in some fornls ofTK as knowledge that can be used in 4 research and development (R&D) activities and be integrated in modem innovations. This holds especially true for TK regarding genetic resources, which has been integrated in modem 6 phannaceuticals,s agro-chemicals and seed.
