This volume is the proceedings of the Coastal Monitoring Through Partnerships symposium that was held in Pensacola, Florida in April of 2001, and was organized by the U.S. Environmental Protection Agency's (EPA's) Environmental Monitoring and Assessment Program (EMAP), and the Council of State Governments (CSG). It contains papers that describe various multi-disciplinary coastal and estuarine environmental monitoring programs, designed and implemented by using regional and national partnerships with federal and state agencies, academia, Native American tribes, and nongovernmental organizations. In addition, it includes papers on modeling and data management; monitoring and assessment of benthic communities; development of biological indicators and interlaboratory sediment comparisons; microbiological modeling and indicators; and monitoring and assessment of phytoplankton and submerged aquatic vegetation. There are many components involved in determining the overall impacts of anthropogenic stressors on coastal and estuarine waters. It will take strong partnerships like those described in this volume to ensure that we have healthy and sustainable coastal and estuarine environments, now and in the future.

Their positions at the foot of watersheds and their convenience as receiving bodies for the wastes of cites, towns and farms results in continuous addition of nutrients - those elements and compounds which are essential for organic production. Such materials must be added to these complex bodies of water to sustain production, since there is a net loss of water and its contents to the oceans. Enrichment from land and the ocean and the subsequent cycling of the original chemicals or their derivatives contribute to the extraordinarily high values of estuaries for human purposes. Many estuaries are able to assimilate large quantities of nutrients despite the great fluctuations which occur with variations in the flow from tributaries. The nutrients can be stored, incorporated in standing crops of plants, released, cycled and exported - and the system frequently achieves high production of plants and and animals without creation of any undesirable results of enrichment. Excessive enrichment with the same elements and compounds can, however, be highly detrimental to estuaries and their uses. Coastal cities are usually located on the estuaries which provided a harbor for the- and which now receive partially treated sewage and other wastes from the expanding population and industrial activity. Conversion of woodlands to agricultural use and the extensive application of fertilizers have resulted in the flow of large quantities of nutrients down the hill or slopes and eventually into the estuary.

Continental shelves, coastal seas and estuaries contain many valuable resources for economic, social, tourist and recreational activity. The majority of the world's largest cities are located on the coastline. For example, 86% of the total Australian population is located in the coastal zone. Almost 75% of the global harvest of fisheries comes from coastal areas. However, it is also the region into which anthropogenic wastes are discharged, leading to degradation of the environment. As we become more aware of the consequences of these discharges, and develop new management strategies to avoid detrimental effects in estuaries and coastal regions, it is clear that an understanding of mixing processes plays a very important role in dispersion of introduced contaminants. This volume consists of 30 papers, each dealing with different aspects of mixing processes in the marine environment. The following topics are covered: inner continental shelf processes, shelf?]estuary interactions, estuarine processes, sediment transport processes, ocean outfalls, and theoretical studies. The majority of the papers include results of field experiments with some degree of integration with numerical and/or analytical models. A wide variety of environments from different countries are presented.
