Even though the EU plays a vital role in Black Sea political agendas, the EU’s cooperation with the region is not extensively covered by academic discussions and literature. This is mostly due to the fact that the EU’s focus on foreign affairs is mainly associated with the Balkans, as part the current and potential expansion, and the Middle East, as a direct consequence of the upheaval of the Arab Spring. The Black Sea region is crucially important for the EU because of the opportunities and challenges that the region presents, both politically and socio-economically. Contributions to this book mostly focus on specific issues of EU–Black Sea cooperation, from conflict to the environment to democracy, and how these particular relationships are perceived within the region as well as through the lenses of stakeholders such as Russia, Turkey, and the USA. Overall, the collection focuses on projecting a more efficient role and a holistic strategy for the EU in its approach towards the Black Sea region, testifying to the need for a strong EU presence. For this reason, the Black Sea area remains ‘the neighbourhood too close to, yet still far from, the European Union’. The global COVID-19 pandemic, the imminent revision of the Strategic Plan for Biodiversity 2011-2020, and the Aichi Targets have created the momentum to focus on the interactions between the Convention on Biological Diversity and other international environmental regimes. Firstly, it discusses the principles that inspire biodiversity-related conventional law, the soft law that conveys targets for enforcement of the Biodiversity Convention, their structural, regulatory and implementation gaps, the systemic relations arising from national interests, and the role of scientific advisory bodies in biodiversity-related agreements. The second part then addresses interactions in specific conventional frameworks, such as the law of multilateral trade and global public health, and the participation of communities in the management of genetic resources. Lastly, the third part illustrates these issues using four case studies focusing on the challenges for sustainability and marine biodiversity in small islands, the Arctic Ocean, the Caribbean Sea, and the Mediterranean Sea, as a way to strengthen a horizontal and joint approach. The book is primarily intended for academics, researchers, and students interested in international environmental law and policy and in interactions for creating conditions for fair, sustainable, and resilient environmental development. By offering an analysis of instruments and criteria for systemic relations in those areas, it will also appeal to public and private actors at the domestic and international level.

Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.

Book excerpt: Recent decades have seen significant changes in the biota of the Mediterranean and the Black Sea due to the introduction of non-indigenous species. Reliable scientific data on the dynamics of their distribution and abundance are essential to understand their ecological and economic effects. This review – in addition to providing images and descriptions of relevant species to aid in identification – presents a unique historical and regional perspective on these species’ impacts, based on many years’ worth of research. The Black Sea’s primary invaders come from the Mediterranean. Species like the comb jelly Mnemiopsis leidyi have caused major declines in biodiversity in the region by crippling key segments of the food chain. Similar results have been noted in the Marmara Sea, a crucial water exchange point located between the Aegean Sea and the Black Sea. Infiltration into the Mediterranean comes from both the east and west – with Lessepsian species passing through the Suez Canal and fish and invertebrate species originating from the Atlantic expanding their ranges. As of the publication of this review, over 900 non-indigenous species have been reported in the Mediterranean and almost 300 in the Black Sea, with these numbers expected to rise in the future. Numerous Lessepsian fishes are commercially relevant and have been absorbed into local markets, particularly in the eastern Mediterranean region. While these species are targeted through various fishing techniques, many others are simply discarded due to a lack of value and there are even some, such as lionfishes, pufferfishes and several species of jellyfishes, that present immediate dangers to human health. Stewardship of native species, regional cooperation on the enforcement of legal measures, increased public awareness and the creation of marine protected areas are thus essential to minimize and reduce the impacts of non-indigenous species both in the Mediterranean and the Black Sea.
