While Juschtschenko demands this since his inauguration in January 2005 the EU still reacts very reserved according to that issue. It did not make a final decision yet how to deal with Ukraine in the future. This research paper is going to show why it is important to give Ukraine enough incentives to go on in renewing its economy and to establish a stable democracy in the former country of the Soviet Union, but why it is much too early to allow the Ukraine to join the EU in the short run (main thesis). It will analyze how the European Union dealt with Ukraine so far and give a recommendation how to go on in the future. Therefore it is looking in the first chapter at the relations with Ukraine until Juschtschenko was elected as President – because this marks a turning point in Ukrainian politics towards the EU. The second chapter will concentrate on only the last four months and evaluate both the policy of Ukraine towards the EU and the policy of the EU according to the issue of a possible accession of Ukraine. The third and last chapter will start a discussion why or why not the EU should open accession negotiations with Ukraine. It is going to work out the main thesis presented above. To reconstruct the policy and proof the different facts the author of the research paper used a lot of original documents of the EU as well as articles published in the media. Because this research paper examines a not very well researched topic in EU policies, only a few secondary sources were used.

Nowadays there are a lot of opinions and myths about what exactly the Ukrainian Association is, and, in general, where it should bring Ukraine and Europe. This research paper explores the objectives pursued by the EU and Ukraine by the time they signed the Agreement. It provides a full analysis and interpretation of its content and describes how Ukrainian attempt to get closer to the European Union changed the geo-political situation in Europe. This paper is important as it will cast in light the background of the present tragical events in Ukraine and will provide deeper knowledge about the situation. The main hypotheses of this work are as follows: 1. The Association Agreement between Ukraine and the EU does not give any guarantees for the accession to the EU and could only be seen as the basis of a prospective future membership. 2. The access to the European integration of Ukraine in the EaP is precluded because of inflexible and “naive” policy of the EU. The ENP has failed and needs to be reconsidered. 3. Russian permanent intervention in the policy decision-making of Ukraine slowdowns its integration towards Western Europe. The paper will be a mixture of description and “data followed by analysis”, going gradually more in depth from the negotiation process to the conclusion of the AA between Ukraine and the EU. To make the argument easy to follow, chronological analysis will be used in dealing with the interval of 2007-2015 (from the beginning of negotiations to the implementation process of the AA).

Book excerpt: During the last 15 years Putin’s policies have produced a number of controversial effects both at the international and domestic levels, some diplomatic results, and unresolved regional conflicts. In foreign policy he accordingly launched the idea of a Greater Europe. To this aim and with the view to highlighting the goodwill of the Russian government to enhance cooperation with the European Union as a pro-active and equal partner. Sooner than expected, political divergences and vital interests emerged. As a result, the Greater Europe project was progressively frozen, if not plainly abandoned. However, the EU-Russia joint attempts to solve the Ukrainian crises, which were undertaken during the “Normandy Four” meetings (Germany, France, Russia, Ukraine), resulted in signing the weak – but still important – Minsk agreements. This helps to prove that there is still room for cooperation between the two sides. These agreements may hopefully set the stage for a more comprehensive deal aiming to close the gap between the EU’s and Russia’s competing visions.

The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. This is the main question this essay is addressing. Additionally, it is also asked what extant these competing dynamics could lead to tension, conflict and war in the eastern European region. Which tools of soft and hard power from both Russia and the EU are used in order to influence the Ukrainian political trajectories in the post Orange Revolution era? Russia’s and EU’s integration policies will be therefore described in empirical terms, based on secondary literature, and interpreted in terms of (neo-)realism. In analyzing Russia’s and EU’s foreign policy towards the Ukraine the author will consider Russia’s and EU’s official foreign policy concepts and other relevant documents and statements by their representatives. Among the features of the post-socialist transformation of Eastern Europe over the past two decades have been the conflicts over collective identities, geostrategic territories (national borders) and natural resources (especially natural gas and crude oil). Sometimes these conflicts have led to military confrontations. But most important both external actors Russia and the EU have used a wide variety of instruments ranging from more coercive to softer tools in order to influence the domestic trajectories of the former Soviet states, geographically squeezed between the EU and Russia. As we will see in this essay, the case of Ukraine is special and is a culmination of a long-term crisis in EU-Russia relations.

Book excerpt: By introducing the Wider Europe concept and the European Neighborhood Policy, the European Union has actually entered a region which Russia has long considered the sphere of its national interests. Despite the fact that both Moscow and Brussels have repeatedly stated that their respective regional projects in the Post-Soviet Space are not competitors, the steady Euro-Atlantic integration of Ukraine since the Orange Revolution of 2004 has been accompanied by increasing tension in Russian-Ukrainian relations. The present Occasional Paper, which analyses the geoeconomic, geopolitical and socio-cultural dimensions of relations in the Russia-EU-Ukraine triangle, suggests that these relations represent a kind of 'zero-sum game'. Regardless of the fact that Russia and the EU would like to avoid any clash in the Wider Europe, both sides have been pursuing their own strategies with the same goal in mind--shaping the Post-Soviet Space (PSS) according to their vision. Guided by these diverging visions for the PSS, it seems likely that Moscow and Brussels will seek to achieve different objectives, eventually reaching the point where their strategies and methods will generate tensions or even serious problems in their bilateral relations. Ukraine's European project as it is currently evolving with the support of Brussels tends to undermine the main components of Moscow's regional project for the PSS. As Kyiv tries to speed up its European trajectory without becoming overtly hostile to Moscow, it is weakening or even directly jeopardising the Russia-led political, social and economic structures based on the bonds that linked the states of the former Soviet Union--the common industrial complex, intertwined political developments and the single cultural space. Therefore, as a matter of urgency the EU needs to think over its foreign policies in the Eastern Neighbourhood with great care, bearing in mind their impact on relations with Russia, as well as Moscow's possible response.
