Ainsi, comme nous allons le voir dans ce nouveau livre, même l'actuelle flambée du recours aux méthodes coloniales apparaît n'être qu'un bien éphémère sursis. Un sursis synonyme d'aveu d'impuissance, au moment où les élites des pays impérialistes en déclin apparaissent de plus en plus en difficulté, sur la scène nationale comme internationale.

Book excerpt: Drawing on a mixed research methodology with a strong qualitative character, this book traces the political impact of the British National Party in the UK, the Front National in France and the Lega Nord in Italy by exploring their contagion effects on immigration politics and policy in particular over the patterns of inter-party competition, public behaviour and policy developments. This book suggests that extreme right party impact on immigration politics and policy is an outcome of the extreme right parties’ electoral threats to established parties alongside the agency of mainstream political elites. It also highlights the decline in the intensity of extreme right parties’ contagion effects on public attitudes to immigration throughout the late 2000s or the potential overstatement of this political process in the past. Featuring detailed case studies of the UK, France and Italy as three mature multi-party democracies where the extreme right was on the rise during the past decade, this work will be of great interest to students and scholars of populism, extremism, European politics and comparative and party politics.

As the scale, frequency, and intensity of disasters and crises have dramatically increased over the last decade, the failures in responding to these crises have prompted a critical need to evaluate the way in which the public sector responds to disaster. What have we learned? What has changed in the management of disasters and crises? What do we know about the causes, patterns, and consequences of these events? This book looks at some of the approaches that can be taken to empirically examine disaster and crisis management practices. It contributes to the literature on crisis and disaster management, as well as social policy and planning. Introducing approaches that are applicable to a variety of circumstances in the U.S. and in other countries, it offers ways to think through policy interventions and governance mechanisms that may enhance societal resilience. Book excerpt: The end of the twentieth century, which was marked by multiparty democracy in Eastern European entities and Third World countries, moved Cte dIvoire to adhere to the new democratization system in 1990. Nine years later, the territory registered its first bloodless state coup. On September 19, 2002, the country was shared into two parts with human losses and damages when President Gbagbo was on official visit to Italy. After different attempts in negotiations (Linas-Marcoussis (2003), Pretoria agreement (2005), and the Political Agreement of Ouagadougou (2007)), for some protagonists, international organizations and NGOs, the perfect conflict resolution was about running elections so that the former peaceful land could regain its image of a prosperous and stable country. The elections that were delayed six times came to pass, and two presidents came out of the scrutiny. Gbagbo was proclaimed victorious by the Ivorian Constitutional Council, while Ouattara was acknowledged by the Independent Electoral Commission. Once more, the country fell into a postelection crisis. Meanwhile, the African Union, the European Union, the USA, the French Licorne, and the United Nations urged President Gbagbo to step down since Ouattara was considered the happy winner of the scrutiny. The refusal of Gbagbo cost human losses and led to his arrest on April 11, 2011. Nowadays, the country is not unified and reconciled, but it will have the 2015 elections.

Book excerpt: Thought-provoking reflection on culture, colonialism, and the remainders of empire in Belgium after 1960 The degree to which the late colonial era affected Europe has been long underappreciated, and only recently have European countries started to acknowledge not having come to terms with decolonisation. In Belgium, the past two decades have witnessed a growing awareness of the controversial episodes in the country’s colonial past. This volume examines the long-term effects and legacies of the colonial era on Belgium after 1960, the year the Congo gained its independence, and calls into question memories of the colonial past by focusing on the meaning and place of colonial monuments in public space. The book foregrounds the enduring presence of “empire” in everyday Belgian life in the form of permanent colonial markers in bronze and stone, lieux de mémoire of the country’s history of overseas expansion. By means of photographs and explanations of major pro-colonial memorials, as well as several obscure ones, the book reveals the surprising degree to which Belgium became infused with a colonialist spirit during the colonial era. Another key component of the analysis is an account of the varied ways in which both Dutch- and French-speaking Belgians approached the colonial past after 1960, treating memorials variously as objects of veneration, with indifference, or as symbols to be attacked or torn down. The book provides a thought-provoking reflection on culture, colonialism, and the remainders of empire in Belgium after 1960.
