Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Public Welfare: July 1, 1950 to June 30, 1952 Also in the field of public assistance was the enactment of a lien law in 1951, providing that a lien be taken on the real pro perty of all recipients of old age assistance accompanied by a claim against the estate. At the death of the recipient, the county is to enforce the lien to recover, to the extent available, the amount paid to the recipient in assistance from October 1, 1951, until his death. The lien law in North Carolina means that this State is a low-grant state, with strict property regulations re garding eligibility, which is attempting a rigorous program of recovery of some of the money expended for Old age assistance. Some'15 per cent of recipients preferred to withdraw from the program rather than give the required lien. Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Public Welfare: July 1, 1966-June 30, 1968 In a further effort to explode some of the myths about poverty and its relief, a program of visitation to clients, Come Visit with Us, is being instituted in the counties. Through this program community leaders are invited to accompany county welfare department caseworkers on their visits to recipients and then to participate, with other visitors, in a discussion of what they have seen, to ask questions, and to make suggestions. During this time the State Board authorized two significant studies to be used as a basis for action in the two areas concerned. The first was a study by the Research Triangle Institute Of the actual operating costs in this state Of homes for the aged and nursing homes in order to have a more accurate base for arriving at payments for recipients in these homes. This was the first such in-depth study of these costs in the country. The second study, also done by the Research Triangle Institute, was an effort to locate all day care centers in the State. While the State Board has been licensing day care centers on a voluntary basis for 42 years and also provides them consultation services, there was no means of knowing about unlicensed facilities. The increased demand for and emphasis on day care underscored the importance of this study. It revealed that in January 1968, 965 such centers were providing full day care for six or more children, ap proximately one-third of which were provided consultation services and voluntary licensing by the public welfare department. This program includes inpatient hospitalization, outpatient hospitalization, drugs, and a dental program for old age assistance recipients and medically indigent age 65 and older not eligible for old age assistance payments, as well as a provision for adding out patient hospital service and a drug program to the present hospitalization program for aid to families with dependent children and aid to the permanently and totally disabled. With the exception of the prescription drug service, all parts of this program were implemented effective July 1, 1964. This latter service became effective January 1, 1965. It is interesting to note that during the first five months of this program's operation, and before the advent of drug services, an average of claims per month was processed. By the end of the biennium, the monthly average was The newest division of this department thus became one of the largest and busiest. Mr. Roy M. Brown resigned in September, 1925, to accept a position as Research Associate, Institute for Social Research and Science, Uni versity of North Carolina School of Public Welfare. Mr. Brown had been with the State Board four. Years, and during that time had rendered the State loyal, efficient and conscientious service. For the second time the University called Mr. Brown, and the State Board, working with a decreased appropriation, did not feel that it could ask Mr. Brown to. Stretch his loyalty to the extent of making the personal sacrifice that a second refusal of the University offer Would mean. Mr. R. Eugene Brown succeeded Mr. Roy M. Brown. At the time he was employed by the Salary and Wage Commission. Mr. R. Eugene Brown is a graduate of the University of North Carolina, and had done research work in the Institute for Social Research there. Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Charities and Public Welfare: July 1, 1942 to June 30, 1944 After two and one-half years of war North Carolina is once more, in the light of current world military, events, approaching the point where it can look forward to peace-time activities and concentration upon the needs of civilian 1i.fe During the bien nium the war contributed new problems and duties to the work Of welfare agencies, increased the emphasis needed for Some programs, and at the same time reduced the pressures of some other responsibilities. Two years ago no one could forsee the possibilities of the armed conflict nor how soon the nation's efforts would start its armies On the path to victory. Two years ago the state was developing plans for evacuation of'its citizens in certain areas m the event Of enemy invasion and was calling upon its citizens for off-duty hours of training in civilian protection to supplement the many forms of military protection. The evacuation and reception 'plans, now worked out, will never be used during the present war. The civilian protection activities have to all practical purposes been shelved as the need for them from a military standpoint has passed, and they are retained only to the extent they may be utilized in the event of unforseen natural disaster. The surpluses in the, food supplies of. The nation have dis appeared as a result of the demand created by citizens at home and by those in liberated sections Of other countries. Where three years ago the farmers were raising too much, they now are being asked to raise more in order to meet foreign demand. Thus passed out Of the picture during this biennium the services of the State Board Of Charities and Public Welfare in distributing sur plus food supplies to those in the counties whose budgets were insufficient to meet their minimum daily food requirements. Between January 1, 1936, and June 30, 1943, the commodity program distributed a total Of units of food and other articles with a retail valuation of $22, 107, 408. 30. The state and the counties paid out only $601, 752. 37 during the entire time the program was under state and county welfare supervision. Fol lowing liquidation of the general commodity distribution program under the direction of welfare agencies, the school lunch program was continued under the supervision of educational units.
