Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Charities and Public Welfare: July 1, 1930 to June 30, 1932 Necessarily, progress in any public movement is slow. For this reason, we feel gratified that the social program in North Carolina has been carried forward to the extent we have witnessed in the past two years. Changing economic conditions in this country have produced violent social maladjustments in recent years. Millions of people have been thrown out of employment. Deprived of the privilege of earning their daily bread, they have turned to organized charity for aid in their distress. Thus it has happened that social work has taken on a new importance. It has served as the safety valve, as it were, for the country. Its responsibilities have increased many times as new clients have appealed for help. The people who have continued to draw sustaining incomes have been aroused to a new social consciousness. Aware of their duty as their brother's keeper, they have given generously of their means. Usually they have turned to organized charity to serve as intermediary between the public and the poor. Some times they have dispensed their own relief, whether or not this was a wise procedure. Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Charities and Public Welfare: July 1, 1942 to June 30, 1944 After two and one-half years of war North Carolina is once more, in the light of current world military, events, approaching the point where it can look forward to peace-time activities and concentration upon the needs of civilian 1i.fe During the bien nium the war contributed new problems and duties to the work Of welfare agencies, increased the emphasis needed for Some programs, and at the same time reduced the pressures of some other responsibilities. Two years ago no one could forsee the possibilities of the armed conflict nor how soon the nation's efforts would start its armies On the path to victory. Two years ago the state was developing plans for evacuation of'its citizens in certain areas m the event Of enemy invasion and was calling upon its citizens for off-duty hours of training in civilian protection to supplement the many forms of military protection. The evacuation and reception 'plans, now worked out, will never be used during the present war. The civilian protection activities have to all practical purposes been shelved as the need for them from a military standpoint has passed, and they are retained only to the extent they may be utilized in the event of unforseen natural disaster. The surpluses in the, food supplies of. The nation have dis appeared as a result of the demand created by citizens at home and by those in liberated sections Of other countries. Where three years ago the farmers were raising too much, they now are being asked to raise more in order to meet foreign demand. Thus passed out Of the picture during this biennium the services of the State Board Of Charities and Public Welfare in distributing sur plus food supplies to those in the counties whose budgets were insufficient to meet their minimum daily food requirements. Between January 1, 1936, and June 30, 1943, the commodity program distributed a total Of units of food and other articles with a retail valuation of $22, 107, 408. 30. The state and the counties paid out only $601, 752. 37 during the entire time the program was under state and county welfare supervision. Fol lowing liquidation of the general commodity distribution program under the direction of welfare agencies, the school lunch program was continued under the supervision of educational units. Available in PDF, EPUB and Kindle. Book excerpt: Biennial Report for 1920 to 1922, submitted to Governor Cameron Morrison, opens with a short statement on child welfare and the importance of mentally and physically healthy children to the good of state, followed by an analysis of the problems facing all public welfare in North Carolina: ignorance and indifference of the public as to the extent and seriousness of social disabilities, a sentimental attitude rather than a scientific spirit, a short-sighted economic policy in handling social problems, lack of facilities to train and treat defectives and delinquents, and lack of trained leadership. Reports follow from the Bureaus of County Organization, Child Welfare, Mental Health and Hygiene, and Education and Promotion. The Bureau of Institutional Supervision discusses the status of county homes for the aged and infirm, jails, chain gangs, juvenile delinquent schools, and maternity homes for young girls. The state institutions present tabular summaries of patient population and financial status. One primary concern was the financial burden placed on the state when "the feebleminded breed feebleminded." A case study of the "Wake family" (fictitious name) follows with a listing of the public welfare services and related costs that accumulate when mental illness and criminal habits are passed on to future generations. The Board's recommendation is that more attention be paid to prevention by provision of adequate staff, facilities, and other resources.

State Board of Charities and published by Forgotten Books. This book was released on 2016-12-29 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Biennial Report of the State Board of Charities and Public Welfare to the General Assembly of North Carolina, 1919-1920 The need of trained workers and leaders has been felt from the first. At the very outset of the work the State Board of Charities and Public Welfare realized this need and foresaw the necessity of immediately providing some means of offering training to workers. The Board and Commissioner of Public Welfare, therefore, rejoice at the forward looking spirit of the trustees of our University that has promptly established a school of public welfare and selected as its head Dr. Howard W. Odum, formerly of the University of Georgia and Emory College. The trustees of the State College for Women at Greensboro showed a like spirit in securing Dr. E. C. Lindeman as the head of a department of community service, Dr. Lindeman being a recognized authority on recreation. The public Welfare officials feel that they have been given not only direct and much needed practical aid, but also permanent and powerful moral support. In the step it has taken the State University has not only been quick to realize its deep seated obligation to contribute to the needs of the life of the people, but has broken ground in a pioneer field of service by State institutions for higher learning. More than a score of County Superintendents of Public Welfare and their assistants attended the six weeks institute for Public Welfare at the University last summer, and many more will attend next year. Besides this, the University department offers its advisory services directly to the people of the State.
