Book excerpt: Excerpt from Biennial Report, 1941-1942: For the Period July 1, 1940 to June 30, 1942 The Fish and Game Commission is charged with the responsibility of the development and maintenance of the wildlife resources in har mony with the carrying capacity of the environment, as well as other important land uses. This is no easy task. A great deal of work has been done in the past, but much is yet to do. One point is very clear - no matter how curtailed the personnel of the Department or its facilities, there is an obligation that will not be broken. Wildlife must be so managed that when the boys who are fighting for us return, they will be able to again enjoy the pleasures and the solace of the out-of - doors and the Wild things that are so much a part of it. We can certainly do no less. The report of the Department for the past biennium follows. It at tempts to summarize the activities of the Department during this period, and at the same time to present some of the problems which arise in managing wildlife under a multiple land use program. It is a picture of the past with hints as to the picture of the future. It is dedicated -to' a better understanding of fish and game problems by the citizenry of the state. Book excerpt: Excerpt from Biennial Report of the Montana Fish and Game Commission, 1925-1926 The Hungarian partridge, recognized by northwestern sportsmen as the little feathered fox of the fields among game birds, has demonstrated that he can thrive in Montana climes, while his multi-colored Ringneck friend has spread his kind in like manner where they have been protected. With the surplus accumulated in the fish and game fund, the commission will be enabled to continue its wide-spread activities during the coming biennium. This fund has been built up by the sportsmen themselves. Not one dollar of tax money is paid by Montana residents for the support of this work and the depart ment is entirely self sustaining. Money derived from the sale of licenses, from fines, the sale of confiscated game and guns, beaver permits, beaver tags and similar sources goes to pay for the work of the commission. The growth of the fund means the growth of endeavor. It will enable the commission to take steps further to advance the protection and propagation of fish and game. It will make possible the construction of additional rearing ponds, the planting by trained fish hatchery employes of most of the fingerlings raised in our hatcheries, in the lakes and streams of the state. It will enable the commission to complete construction of a pond culture station at Miles City for the production of fish peculiarly suitable to the waters of the eastern portion of Montana. The flooding of dry lake beds will be made possible, in cases where they may be filled by artificial diversion of water from irrigation ditches or streams. This means attracting greater numbers of migratory water fowl and better sport during the open season for sportsmen who are making work of the department possible. It has met with instant favor among anglers due to its fighting instinct which resembles that of the rainbow, its size and the flavor of its flesh. Specimens have been obtained which were more than thirty-six inches long. Such specimens when prime would weight twenty-five or thirty pounds. But at the time the specimen mentioned was captured. Due to spawning activities. It was in a very poor condition. This species. As well as others native to the Pacific coast, do not eat from the time they begin working on the spawning beds until after their spawning is completed, when they die. It has been hoped that they might live after spawning in our fresh water lakes. But examination of the Spawned out fish prove that they pass through the same stages of emaciation as do those which run to their spawn ng grounds direct from the ocean, and with the same results - death usually resulting after the spawning has been completed. In order to keep the waters stocked with this species it is necessary to obtain eggs each season from the Coast. It appears that Montana sportsmen do not support the lower hunting success associated with reduced deer populations needed to allow improvement in range forage conditions. A number of deer ranges have had winter forage destroyed or suffered a great reduction in the forage supply. It is forecasted that more ranges will lose their ability to support deer and be added to this list of depleted ranges unless deer are reduced and kept at a low level. There is a great demand for deer, but the resource cannot be increased or even maintained on the growing number of deteria rated ranges. This problem must be solved and deer ranges perpetuated to have sufficient deer for future generations to enjoy. But as Jen Brown demonstrates in Trout Culture: How Fly Fishing Forever Changed the Rocky Mountain West, the popular conception of Rocky Mountain trout fishing as a quintessential experience of communion with nature belies the sport’s long history of environmental manipulation, engineering, and, ultimately, transformation. A fly-fishing enthusiast herself, Brown places the rise of recreational trout fishing in a local and global context. Globally, she shows how the European sport of fly-fishing came to be a defining, tourist-attracting feature of the expanding 19th-century American West. Locally, she traces the way that the burgeoning fly-fishing tourist industry shaped the environmental, economic, and social development of the Western United States: introducing and stocking favored fish species, eradicating the less favored native “trash fish,” changing the courses of waterways, and leading to conflicts with Native Americans’ fishing and territorial rights.
