These maps show the centers of road building activity and the progress of road work in the state at a glance. The trunk lines are distinguishable since they offer continuous lines of travel over long distances. Completed roads are shown by heavy red lines, roads applied for are indicated by open red lines, while gaps in trunk lines are denoted by heavy green lines. It is thought that many people have not a complete understanding of the field covered by the work of this Department nor of the amount and methods of expenditure of the public money placed at its disposal. For this reason, it is proper to preface the report with a description of the present organization for -road administration and its relation to the road work of Michigan. Following this will be given a resume of the road work of the State and the status at the close of the 1914 fiscal year, which properly introduces the detailed report of the work of the Department during 1915 and 1916. The report will conclude with a recital of the outlook for the future, and recommendations for future work. The expenditure of this money has resulted in the improvement Of many miles Of roads. The opening of work in the spring of 1903 was delayed owing to the fact of a hard winter and a long, wet, cold spring, so that active operation did not commence until April 15. Very few contractors having macadam roads to construct entered upon the work until May for the ground was too soft, which fact did not allow them to profitably operate in constructing macadam roads. Town roads not under State control were delayed in their ordinary repair by the backwardness of the spring, which caused the farmers throughout the State to be late with their planting. The whole season of road building was thereby practically shortened up nearly two months. The appropriation for 1903-'o4 was made accessible by the passage of the act early in June. Immediately on the passage of the law, all towns in the State were notified Of the amount Of money that had been appropriated by the legislature and also the proportion they would be allowed in accordance with the law. It having been found, under the law of 1897, that while towns having a large grand list experienced no difficulty in taking care of their obligations in accepting State aid, quite a hard ship was imposed on towns not so strong financially, in dis charging their obligations. So the basis of award of the State appropriation was changed. In all towns having a grand list of over one million dollars the State contributed two-thirds of the expense, while in towns having a grand list of less than one million dollars the State's contribution was three - fourths. Ely was commissioner, and during the second year, the writer, who had previously served as deputy commissioner for eight years, was at the head of the department. The first year saw but few changes in the kind and character of the work from that of former years, and was mainly notable for the rapid increase in the mileage of state rewarded roads. Five hundred twenty three miles of road were accepted for state reward, making a grand total of miles on June 30th, 1913. In other words, nearly 30% of all the roads, which had been built for state aid in the past eight years, were constructed during this year. The entire working force of the department up to near the close of that year consisted of the commissioner, his deputy (civil engineer), two engineer-inspectors and a stenographer. The second, or last fiscal year, covered by this report marks a vast change in the kind and amount of work performed, due partly to amendments to the former state reward road law, but mainly to the passage of the so-called Trunk Line Act.
