Spanning the period of South Africa’s apartheid state, from its foundation in 1948 until its ending in April 1994, the author demonstrates that, after the 1960 Sharpeville massacre and South Africa’s subsequent exclusion from the Commonwealth, the organisation was able to become both "pathfinder and interlocutor" on the road to South Africa’s freedom. As well as South Africa’s ejection from the Commonwealth, apartheid’s increasing isolation was sustained by the Commonwealth’s pioneering work in boycotting apartheid sport, as well as campaigning to stop arms sales. Book excerpt: The FCO was timid and inconsistent in the discussions which led to the decision to award to Sri Lanka the right to host the 2013 CHOGM. It should have taken a more robust approach since, in the light of continuing human rights abuses in the country. In 2009 the FCO objected to Sri Lanka hosting the 2011 CHOGM but did not obstruct a proposal that it might do so in 2013, nor did it insist that Sri Lanka's right to host in 2013 should be conditional on improvements in human rights. The Committee took evidence from the BBC World Service on jamming and denial of access to its broadcast and internet services, particularly in Iran and China. The Committee calls on the BBC to recognise in future funding plans the need to provide the resources necessary to afford protection. All providers of satellite services have a commercial interest in defeating jamming. The report considers Government policy on human rights in Burma and concludes that the EU's decision to lift economic sanctions in April 2013 was the right one, given the remarkable progress made in Burma. But it warns that the UK should be prepared to advocate re-imposition of sanctions if undertakings on human rights are not followed through. The Government should also urge condemnation of those responsible for violence in Rakhine State in 2012. The Committee does not support suggestions that the 2014 Winter Olympic and Paralympic Games should be boycotted in protest against human rights abuses in Russia

In many countries, though, there is little relationship between international law and the actual protection of human rights on the ground. Making Human Rights a Reality takes a fresh look at why it's been so hard for international law to have much impact in parts of the world where human rights are most at risk. Emilie Hafner-Burton argues that more progress is possible if human rights promoters work strategically with the group of states that have dedicated resources to human rights protection. These human rights "stewards" can focus their resources on places where the tangible benefits to human rights are greatest. Success will require setting priorities as well as engaging local stakeholders such as nongovernmental organizations and national human rights institutions. To date, promoters of international human rights law have relied too heavily on setting universal goals and procedures and not enough on assessing what actually works and setting priorities. Hafner-Burton illustrates how, with a different strategy, human rights stewards can make international law more effective and also safeguard human rights for more of the world population.
