Este marco se puede aplicar a la implementación de uno o varios programas y a la implementación de la protección social adaptativa. El libro de referencia se estructura en torno a ocho principios que encuadran el concepto de los sistemas de implementación: 1. No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Los desafíos asociados a la inclusión y a la coordinación son amplios y perennes, y motivan la mejora continua de los sistemas de implementación a través de un planteamiento dinámico, integrado y centrado en las personas.

Book excerpt: This book investigates the political conditions and policies most likely to bring about progress toward inclusive development, drawing on in-depth analyses of four cases studies with distinct development trajectories (Mexico, Indonesia, Chile and South Korea). While exclusion and differential inclusion have long been features of development in the Global South, economic globalization has introduced new forms with which Global South countries must grapple. The book highlights the main policy drawbacks of most official approaches: neglect of the need to enhance the role and capacity of states, the focus on certain types of poverty alleviation strategies, and the tendency to disregard the need for productive employment generating activities and rural development. Neglect of issues of power and politics, however, is the most glaring inadequacy. Teichman argues that making progress toward inclusive development is primarily a political struggle. It requires a committed leadership with broadly based societal support - an inclusive development coalition - which includes usually small but politically important middle classes.

In the past three decades, scholars have developed an extensive literature theorizing how hegemonic social democratic parties working in tandem with a closely-allied trade union movement constructed models of welfare capitalism. Indeed, among the most robust findings of the comparative political economy literature is the claim that the more political resources controlled by the left, the more likely a country is to have a generous, universal system of social protection. The Left Divided takes as its starting point the curious fact that, despite this conventional wisdom, very little of the world actually approximates the conditions identified by mainstream scholarship for creating universal, generous welfare states. In most countries outside of northern Europe, divisions within the left-within the labor movement, among left parties, as well as between left parties and a divided union movement-are a defining feature of politics. The Left Divided, in contrast, focuses on the far more common and deeply consequential situation where intra-left divisions shape the development of social protection. Arguing that the strength and position taken by the far left is an important and overlooked determinant of social protection outcomes, the book presents a framework for distinguishing between different types of left movements, and analyzes how the distribution of resources within the left shapes party strategies for expanding social protection in theoretically unanticipated ways. To demonstrate the counterintuitive effects of having the far-left control significant political resources, Watson combines in-depth case studies of Iberia with cross-national analysis of OECD countries and qualitative comparative analyses of other divided lefts.

The Sourcebook seeks to address concrete “how-to†? questions, including: • How do countries deliver social protection benefits and services? • How do they do so effectively and efficiently? • How do they ensure dynamic inclusion, especially for the most vulnerable and needy? • How do they promote better coordination and integration—not only among social protection programs but also among programs in other parts of government? • How can they meet the needs of their intended populations and provide a better client experience? The delivery systems framework elaborates on the key elements of that operating environment. The framework is anchored in core implementation phases along the delivery chain. Key actors, including people and institutions, interact all along that delivery chain. Those interactions are facilitated by communications, information systems, and technology. This framework can apply to the delivery of one or many programs and to the delivery of adaptive social protection. The Sourcebook structures itself around eight key principles that can frame the delivery systems mind-set: 1. There is no single blueprint for delivery systems, but there are commonalities, and those common elements constitute the core of the delivery systems framework. 2. Quality of implementation matters, and weaknesses in any of the core elements will negatively affect the entire system, reducing the impacts of the program(s) they support. 3. Delivery systems evolve over time, in a nonlinear fashion, and their starting points matter. 4. Efforts should be made to “keep it simple†? and to “do simple well,†? from the start. 5. The “first mile†?—people’s direct interface with administrative functions—is often the weakest link in the delivery chain; improving it may take systemic change but will greatly improve overall efficiencies and mitigate the risk of failures on the frontlines. 6. Social protection programs do not operate in a vacuum, and thus their delivery systems should not be developed in silos; synergies across institutions and information systems are possible and can improve program outcomes. 7. Social protection delivery systems can contribute more broadly to government’s ability to serve other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services. 8. The dual challenges of inclusion and coordination are pervasive and perennial and encourage the continuous improvement of delivery systems, through a dynamic, integrated, and human-centered approach.
