Book excerpt: Combining social and political history, The Plebeian Republic challenges well-established interpretations of state making, rural society, and caudillo politics during the early years of Peru’s republic. Cecilia Méndez presents the first in-depth reconstruction and analysis of the Huanta rebellion of 1825–28, an uprising of peasants, muleteers, landowners, and Spanish officers from the Huanta province in the department of Ayacucho against the new Peruvian republic. By situating the rebellion within the broader context of early-nineteenth-century Peruvian politics and tracing Huanta peasants’ transformation from monarchist rebels to liberal guerrillas, Méndez complicates understandings of what it meant to be a patriot, a citizen, a monarchist, a liberal, and a Peruvian during a foundational moment in the history of South American nation-states. In addition to official sources such as trial dossiers, census records, tax rolls, wills, and notary and military records, Méndez uses a wide variety of previously unexplored sources produced by the mostly Quechua-speaking rebels. She reveals the Huanta rebellion as a complex interaction of social, linguistic, economic, and political forces. Rejecting ideas of the Andean rebels as passive and reactionary, she depicts the barely literate insurgents as having had a clear idea of national political struggles and contends that most local leaders of the uprising invoked the monarchy as a source of legitimacy but did not espouse it as a political system. She argues that despite their pronouncements of loyalty to the Spanish crown, the rebels’ behavior evinced a political vision that was different from both the colonial regime and the republic that followed it. Eventually, their political practices were subsumed into those of the republican state.

However, there is a great deal of variety in terms of definitions and interpretations, as well as different methodologies around this concept, which prevents the consolidation of a unified field of new knowledge. The fundamental aim of the book is to conduct a review of the past and present usage of the concept of social metabolism, its origins and history, as well as the main currents or schools that exist around this concept. At the same time, the reviews and discussions included are used by the authors as starting points to draw conclusions and propose a theory of socio-ecological transformations. The theoretical and methodological innovations of this book include a distinction of two types of metabolic processes: tangible and intangible; the analysis of the social metabolism at different scales (in space and time) and a theory of socio-ecological change overcoming the merely “systemic” or “cybernetic” nature of conventional approaches, giving special protagonism to collective action.

Daut examines the legacy of Vastey’s extensive writings as a form of what she calls black Atlantic humanism, a discourse devoted to attacking the enlightenment foundations of colonialism. Daut argues that Vastey, the most important secretary of Haiti’s King Henry Christophe, was a pioneer in a tradition of deconstructing colonial racism and colonial slavery that is much more closely associated with twentieth-century writers like W.E.B. Du Bois, Frantz Fanon, and Aimé Césaire. By expertly forging exciting new historical and theoretical connections among Vastey and these later twentieth-century writers, as well as eighteenth- and nineteenth-century black Atlantic authors, such as Phillis Wheatley, Olaudah Equiano, William Wells Brown, and Harriet Jacobs, Daut proves that any understanding of the genesis of Afro-diasporic thought must include Haiti’s Baron de Vastey.

Since the 1960s, the Catholic Church has acted as a mediator during social and political change in many Latin American countries, especially the Dominican Republic, Bolivia, Guatemala, Nicaragua, and El Salvador. Although the Catholic clergy was called in during political crises in all five countries, the situation in the Dominican Republic was especially notable because the Church's role as mediator was eventually institutionalized. Because the Dominican state was persistently weak, the Church was able to secure the support of the Balaguer regime (1966-1978) and ensure social and political cohesion and stability. Emelio Betances analyzes the particular circumstances that allowed the Church in the Dominican Republic to accommodate the political and social establishment; the Church offered non-partisan political mediation, rebuilt its ties with the lower echelons of society, and responded to the challenges of the evangelical movement. The author's historical examination of church-state relations in the Dominican Republic leads to important regional comparisons that broaden our understanding of the Catholic Church in the whole of Latin America.

Original ver sions of five articles, respectively, by Barthel, Grimes, Longacre, Mayers, and Suarez, were first published in Part II of Current Trends in Linguistics, Vol. 4, subtitled lbero-A merican and Caribbean Linguistics (1968), having been com missioned by the undersigned in his capacity as editor of the fourteen volume series which was distributed in twenty-one tomes between 1963 and 1976. McClaran's article is reprinted from Part III of Vol. 10. Linguistics in North America (1973) and the two by Kaufman and Rensch were in Part I I of Vol. 11, Diachronic, A real. and Typological Linguistics (1973 ). There are three contributions by Landar: earlier versions of two appeared in Vol. 10 ("North American Indian Languages. " accompanied by William Sorsby's maps of tribal groups of North and Central America), and in Vol. 13, Historiography of Linguistics (1975); however, his checklist of South and Central American Indian languages was freshly compiled for this book. Book excerpt: This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.
