Book excerpt: First published in 1998, this study of Japan-U.S. trade friction and the role perceptual differences have played in its evolution differs from its predecessors in key ways. First, it is interdisciplinary, drawing on the research of anthropologists, area specialists, intercultural communication specialists, linguists, sociologists, and social psychologists as well as that of political scientists and economists. Second, it both identifies and quantifies perceptual differences between Japanese and American opinion leaders regarding the large bilateral trade imbalances, the bilateral relationship, and national negotiating styles. Third, original data were collected from completed questionnaires sent to 230 American and 230 Japanese opinion leaders from business, government, academia, and the media, who had been involved in some way with the rice, automotive, or semiconductor sectors. Fourth, the three case studies of trade friction are representative of three differing mixes of trade friction are representative of three differing mixes of trade friction causal factors and perceptual dynamics. Finally, based on the findings of this study, modest suggestions are offered on how the bilateral perceptual gap might be narrowed and trade friction diminished so that the structural and sectoral problems might more effectively be addressed. This book should be of interest to scholars, government officials, and business leaders in Japan, the United States, and other countries in the global community who are interested in bilateral relations, international economic and political affairs, and trade friction. It should also be of special interest to social psychologists and cross-cultural scholars and researchers.

This book makes it clear that in today's societies successful companies are those that recognize that they have responsibilities to a range of stakeholders that go beyond mere compliance with the law or meeting the fiduciary responsibility inherent in maximizing returns to shareholders. If in the past the focus was on enhancing shareholder value, now it is on engaging stakeholders for long-term value creation. The process of engagement creates a dynamic context of interaction, mutual respect, dialogue and change – not a one-sided "management" of stakeholders. Indeed, the authors believe the very term "stakeholder management" to be outdated and corporate-centric. Companies can manage their relationships with stakeholders, but frequently cannot actually manage the stakeholders themselves, because, as the activist and collaborative initiatives described in this volume suggest, company-stakeholder relationships are not one-way streets and different institutions bring different agendas, goals and priorities to the engagement. There are clear implications to the way in which stakeholder thinking is unfolding today. If in the past corporate "social" responsibility was simply seen as profitability plus compliance plus philanthropy, now responsible corporate citizenship – or corporate responsibility – means companies being more aware of and understanding the societies in which they operate. Corporate responsibility means recognising that day-to-day operating practices affect stakeholders and that it is in those impacts where responsibility lies, not merely in efforts to "do good". Companies are now faced with a wide array of challenges that mean that senior executives and managers need to be able to deal with issues including greater accountability, human rights abuses, sustainability strategies, corporate governance codes, workplace ethics, stakeholder consultation and management. Stakeholder thinking needs to capture these new realities. The global reach of multinational corporations has served to highlight the need for the (re)integration of business into society, relationships into stakeholder relations, and ethics into managerial practice. The rise in power of global activism involving NGOs, and global business involving multinational corporations, makes it even more critical today for companies to consider the power and interests of corporate stakeholders when developing strategic plans. The interactivity and mutuality of relationships described in this book make it clear that firms and stakeholders share the power and responsibility to influence both the profit potential of the firm and how the benefits of the firm's success impact on society. This predicament is well known to the Japanese. But it is inadequately reflected in books for foreigners. That is why Jon Woronoff has written The Japanese Economic Crisis . Ryan shows the different trade diplomacy tactics the East Asian governments pursued during dispute settlement negotiations with the USTR. The study also evaluates the fit between the East Asian political economies and the rules and principles of the General Agreement on Trade and Tariffs (GATT) regime. It explores the capabilities of the multilateral and minilateral regional institutions of trade dispute in the Pacific to settle emerging trade disputes. In the debate over rule-based or power-based diplomacy, Ryan concludes that U.S. trade diplomacy was most successful when it was rule-based, and that it gained significant compliance with GATT and other fair trade agreements. Ryan interviewed many of the key trade negotiators in Tokyo, Seoul, Taipei, Beijing, and Washington. His analysis is based on the largest, most systematic, market sector-specific data set yet presented on U.S. export trade dispute settlement in the Pacific. It studies the structure of state power, the structures of international business competition in manufacturing, agriculture, and services, the international and regional institutions of trade diplomacy, and the national governmental institutions of trade diplomacy in the Pacific.
