Book excerpt: This book investigates China’s contemporary development cooperation mentality and modality through the case of its agricultural engagement with Africa. It identifies three models, namely traditional agro-aid, innovative agro-aid and agribusiness models, of Chinese current agro-development cooperation with Africa, and unpacks the different models by tracing their historical origins and examining the actual practice based on project-level fieldwork conducted in Mozambique and South Africa. The book provides a preliminary and qualitative evaluation of China’s current agro-development cooperation with Africa, and explains the ‘implementation gaps’ as observed on the ground adopting a public policy approach. It also compares the Chinese way of development cooperation with that of the traditional donors (particularly the OECD-DAC members), and calls for a broadening understanding for international development cooperation that can allow win-win ideology and embrace diversified cooperation forms beyond the official development assistance (ODA).

By studying the successful economic transformation of countries such as China and South Korea through 'multiple win' solutions based on comparative advantages and economy of scale, and by presenting new ideas and different perspectives from emerging market economies such as Brazil, India and other BRICS countries, they bring a new narrative to broaden the ongoing discussions of post-2015 development aid and cooperation as well as the definitions of aid and cooperation.

The literature on development assistance traditionally opposes three explanatory paradigms - the donor's interests, the recipient's needs and the recipient's governance. These perspectives oversimplify the reality of the aid policy-making process: in practice, aid organizations adapt the official prescriptions to internal administrative constraints and to external competitive forces. In the first section of this paper, we show the dominance of the "foreign policy interest" with a regression analysis. The second section of this paper explains these trends by analyzing the balance of power between the stake-holders within the French aid system: AFD's autonomy reinforced the role of loans in the French ODA to the detriment of Least-Developed countries. We finally show through a Porter's analysis that competitive forces also contribute to skewing French ODA towards populous emerging countries.

Book excerpt: In 1970 the UN General Assembly called on the economically advanced countries to provide 0.7% of their income as Official Development Assistance (ODA) by the middle of the decade. In 2004 the UK committed to meet the target by 2013. The Government proposes to enshrine in law its commitment to meet the target in 2010 and each subsequent year. Whilst the legislation is widely welcomed the Committee remains uncertain that it will have the wider impact claimed. The accountability measures contained in the draft Bill weaken the commitment and provide the Government with an easy excuse for not meeting the target. The 2002 International Development Act stipulates that DFID's expenditure on ODA should have poverty reduction as its primary objective. With increasing pressure to find additional finance for responding to climate change or to new types of security threats, there is a danger that increased amounts of UK ODA will be used for purposes only marginally related to poverty reduction. The Government must take appropriate steps to guard against this whether or not the Bill becomes law. Ultimately the Committee supports the 0.7% goal and feels the UK should maintain and build on its reputation as a donor.

The Committee argues that aid remains vital for addressing poverty in poor countries, for encouraging economic development, for providing global goods such as tackling climate change, combating diseases such as Ebola and providing humanitarian assistance, but new forms of co-operation have to be developed in order to meet these challenges. This will include new financial mechanisms and facilitating links with UK institutions in a wide range of areas, including health, education, culture, law, culture and science. This will require the Department for International Development (DFID) to put more emphasis on working with small organisations and less on programme management.As the focus moves away from aid, policy coherence for development must be at the heart of a new approach. This means working across Government in the UK, and with global partners in the multilateral system, to maximise the impact on development of all the UK's actions. This approach and changes will require DFID staff to develop different skills.

Economics is a very important – and at the same a very difficult discipline. It is not easy to predict how an economy will evolve or to identify the measures needed to make an economy prosper. One of the main reasons for this is the high level of uncertainty: different difficult-to-predict events can influence the future economic behavior. To make good predictions and reasonable recommendations, this uncertainty has to be taken into account. In the past, most related research results were based on using traditional techniques from probability and statistics, such as p-value-based hypothesis testing. These techniques led to numerous successful applications, but in the last decades, several examples have emerged showing that these techniques often lead to unreliable and inaccurate predictions. It is therefore necessary to come up with new techniques for processing the corresponding uncertainty that go beyond the traditional probabilistic techniques. This book focuses on such techniques, their economic applications and the remaining challenges, presenting both related theoretical developments and their practical applications.
