Book excerpt: Service chiefs wear two hats: as advisors to the National Command Authorities and as advocates of parochial service interests. As a result divided loyalties have traditionally barred the Joint Chiefs of Staff from providing timely and effective advice to the President and the Secretary of Defense. After troubling operational experiences in Korea, Vietnam, and the Iranian hostage rescue mission, a hue and cry arose over reforming--or even replacing--JCS as an institution. Following years of congressional hearings the Goldwater-Nichols DOD Reorganization Act neither ended dual-hatting nor replaced JCS. It has, however, strengthened the role of the Chairman and promoted jointness. Organizational realignment under Goldwater-Nichols has not offset resource allocation problems which are "what the services do 90 percent of the time." Replacing JCS with a National Military Advisory Council, and the Joint Staff with a general staff, are two long overdue reforms.

Book excerpt: The Goldwater-Nichols Department of Defense (DoD) Reorganization Act of 1986 (GN-86) has been hailed as the most consequential and successful example of defense reform in the Cold War era. While GN-86 effected profound positive change in DoD, a considerable body of recent professional literature advocates additional organizational and process reform. This quest for further change has been driven both by drastic shifts in the strategic security environment since GN-86 was passed, as well as by the existence of still unmet GN-86 objectives. To address this call for change, the Center for Strategic and International Studies (CSIS) Beyond Goldwater-Nichols (BGN) project has published two detailed reports delineating several specific recommendations for significant defense reform. Implementation of all these recommendations would require major changes at many levels of government; in many cases the burden to change or adapt would fall upon military Combatant Commanders. This paper addresses the following research question: Suppose the CSIS recommendations in its Beyond Goldwater-Nichols Phase I and II Reports are implemented. What is the impact to the Combatant Commander?

A core theme of the study is that the Reserve Component is not monolithic, and there are few, if any, one-size-fits-all solutions. Many of the recommendations in the study are most relevant to the Army National Guard and the Army Reserve because the challenges inherent in transitioning to serving as part of an operational force are greatest for these two reserve components. Others are applicable at least conceptually for all seven Reserve Component organizations. Book excerpt: This research paper will examine the concept and implementation of Capabilities- Based requirements development and Evolutionary Acquisition toward reducing cycle time (the time from program start to initial operational capability) for major defense acquisition programs. Over the years, the Department of Defense's (DoD's) pursuit of acquisition reform has principally focused on the Defense Acquisition System and not addressed the Requirements Generation System (RGS) as a critical factor in driving cycle time. In the 2002-2003 timeframe, however, DoD implemented a broad set of reforms and initiatives focused on transforming the acquisition system to reduce cycle time, improve responsiveness to warfighter needs, and ensure that Joint Warfighting prevails in the requirements development process. These reforms center on the implementation of a new capabilities-based approach to requirements development and renewed emphasis on evolutionary acquisition as DoD's preferred approach to meeting operational needs. They hold promise toward breaking the paradigm of long development-cycle times and will move DoD increasingly toward a joint model for acquiring and equipping its forces. The research methodology included a comprehensive literature review of government studies and reports on the DoD acquisition system, consultation with the Defense Acquisition University and the Joint Staff, and in-depth interviews with senior leadership in the Office of the Secretary of Defense (OSD) and the Missile Defense Agency (MDA). Included within the scope of this paper is a study of the MDA's implementation of a capabilities-based acquisition strategy to develop the Ballistic Missile Defense System (BMDS). This paper will provide an assessment of the impact of capabilities-based requirements development and evolutionary acquisition and address how the DoD can leverage the strengths of the MDA's acquisition model toward cutting cycle time and acquiring systems more jointly.
