Projects and policies often create spillovers within project areas. LEWIE uses simulation methods to quantify these spillovers. It has become a complement to randomized control trials (RCTs), as governments and donors become interested in documenting impacts beyond the treated, comparing the likely impacts of alternative interventions, and designing complementary interventions to influence program and policy impacts. It is also a tool for impact evaluation where RCTs are not feasible. Chapters 1-4 motivate and present the basics of impact simulation, including how to design a LEWIE model, how to estimate the model, and how to obtain the necessary data. The remaining chapters provide a diversity of interesting real-world applications and extensions of the basic models. The applications include evaluations of the impacts of cash transfers for the poor, ecotourism, global food-price shocks, irrigation projects, migration, and corruption. Each chapter provide readers with the tools they need to conduct their own local economy-wide impact evaluations. All models and data used in this book are available on-line.

First, revitalizing the tradition of applied theory which transformed development economics in the 1980s and 1990s, by giving us a better understanding of how poverty shapes individual options. A new wave of applied theoretical work is needed, to incorporate recent empirical findings that have revealed the limits of the earlier theoretical framework. Second, continue expanding and improving empirical work, in particular experimental work. More ambitious, potentially more expensive experiments, should be conducted. Third, expanding theoretical and empirical work on the aggregate consequences of micro-level distortions, themselves identified by the new theoretical and the empirical work to be done under the first and second areas of focus.

Nonetheless, RCTs suffer important and under-appreciated pitfalls, some of which are intrinsic to the method when applied to economic problems, others that are the result of methodological boosterism. Among the pitfalls are ethical dilemmas, uncontrollable treatments that result in a 'faux exogeneity,' distortion of the research agenda, and a tendency to estimate interventions' abstract efficacy rather than their effectiveness in practice. We illustrate these points through the literature on smallholder capital access and productivity growth. Ultimately, we argue for a methodological pluralism that recognizes all identification strategies' limitations.
