Book excerpt: Much of the critical discussion of the European political economy and the Eurozone crisis has focused upon a sense that solidaristic achievements built up during the post-war period are being continuously unravelled. Whilst there are many reasons to lament the trajectory of change within Europe’s political economy, there are also important developments, trends and processes which have acted to obstruct, hinder and present alternatives to this perceived trajectory of declining social solidarity. These alternatives have tended to be obscured from view, in part as a result of the conceptual approaches adopted within the literature. Drawing from examples across the EU, this book presents an alternative narrative and explanation for the development of Europe’s political economy and crisis, emphasising the agency of what are typically considered subordinate (and passive) actors. By highlighting patterns of resistance, disobedience and disruption it makes a significant contribution to a literature that has otherwise been more concerned to understand patterns of heightened domination, exploitation, inequality and neoliberal consolidation. It will be of interest to students and scholars alike.

To defeat meningitis resources are required at all levels. The financing needs to implement the road map have been calculated and categorized to maximize the effect of every dollar invested. Investing in meningitis, will prevent cases of disease, cases of long-lasting sequelae and save lives. Strong multidisciplinary collaborations allowed the road map design to be one that will generate impact beyond meningitis, particularly by combining efforts with other health initiatives at local, national, regional and global levels. Investments called for in this document will strengthen primary health care systems including diagnosis, treatment and care – acting as a powerful lever for recognizing disability and improving access to support and rehabilitation – and providing benefits far beyond meningitis. All 194 WHO Member States have committed to defeating meningitis by 2030. Now investment is needed to not only reduce the avoidable pain and suffering caused by meningitis but to enable better health outcomes beyond meningitis.

Countless refugees and displaced persons fleeing to Europe, Turkey, Lebanon and Jordan have thrust the long and bloody civil war in Syria and decades of warfare and insurgencies in Afghanistan, Iraq, Yemen and Libya into the 2016 presidential political campaign. ISIS terrorism is fueling political opposition in the US to welcoming Syrian refugees and also focusing more attention on terrorists infiltrating Central America with fake passports and illegally crossing the US border with Mexico. Strategies for uprooting, containing and defeating ISIS have to take into account an incredibly complex historical and geopolitical context in the Middle East and Persian Gulf region that has spawned insurgencies, terrorism, widespread disorder, corruption and the meltdown of governance in Syria, Iraq, Libya and Yemen. None of these crises in the Middle East and Africa have had any political, military or counterinsurgency solutions that have worked to contain ISIS and other jihadist terrorism. Further destabilization looms in Syria as the result of Russias military intervention to support Assads brutal regime and supposedly to fight ISIS. Both Russia and Iran have supported Assad for many years. Irans strong financial and other support for Assad is likely to increase when sanctions are lifted as a result of its international nuclear deal. An anti ISIS strategy has to deal with the different agendas of US allies: Turkeys enemy is the Kurds; the Kurds are determined to protect and expand their territories in Iraq and Syria; Saudi and the Gulf States are most concerned about Iran and its proxies; Iran aims to protect and support Shiites in Syria and Iraq; many insurgents in Syria are militant Islamists; and the Afghan government is struggling with reform and Taliban attacks. Next generation COIN (NexGen COIN) strategies central to ISIS containment and defeat, and protecting the US homeland from terrorist attacks, include: recommendations for regional stabilization and reconciliation processes in the Middle East; and creation of protected safehavens under no-fly zones for two purposes: for displaced people in Syria, Iraq, Afghanistan, and Yemen that otherwise would become refugees; and to provide safe zones for training and support of local insurgents battling ISIS and other jihadists. NexGen COIN strategies build on: lessons learned from decades of warfare and anti-jihadist counterinsurgencies in the Middle East; years of dedicated work by US military and other experts to revamp US Army COIN doctrine and military rules of operations; US expertise in advanced information technology, machine learning, artificial intelligence and communication technology; special operations experience and capabilities that can provide US frontline advisors/cyberwarriors with unprecedented bottomup decision-making and intelligence gathering and analysis capabilities.

An adversary may defeat or be defeated by its adversary, or neither of the two may emerge victorious or vanquished. Observers of military history have long tried to identify the variables that determine victory, defeat, or draw. While most would certainly acknowledge that decisions on the battlefield are dictated by a combination of variables rather than by a lone circumstance, many observers nevertheless tend to stress a single variable -- for example, the number of fighting men and fighting machines deployed by the adversaries, or the operational doctrines employed by the opposing forces -- as far more significant to the explanations of these decisions than other variables. This book, in contrast, takes a multicausal approach to the question of victory, defeat, or draw, proposing that a combination of six organizational, materiel, and environmental variables are pivotal to the explanation of decision on the battlefield. Using the extensive history of the Israel Defense Forces, the book examines a sample of eight battles across the ArabIsraeli conflict from 1948 to 1982 in order to determine the collective impact of the six variables on the outcomes of these battles, concluding that this basket of variables captures much of the explanation behind victory, defeat, or draw on the battlefield, at least insofar as concerns the record of the IDF. While the research in this book is aimed primarily at military historians and military practitioners, it is fully accessible to any layperson interested in Israeli military history in particular or international military history in general.
