Why did Greece opt for an obligation-laden bailout rather than default or leave the Eurozone, as many said it should? Could it have avoided the disappointments that followed, including needing a second bailout, holding repeat elections, and swearing in its fourth prime minister in a year? The conventional narrative answered these questions by viewing the Greek crisis as the result of a "flawed currency union." Many economists, moreover, thought Greece was foolish to seek a bailout rather than renege on its debts or leave the Eurozone. And as the crisis deepened, economists again blamed the international community for pushing "austerity" onto Greece. Beyond Debt offers a different account of this crisis. It sees it, first and foremost, as a Greek crisis, best understood through the lens of Greek history, politics and economics. The crisis was triggered by global events, but it was not caused by them. As the book shows, Greece's chosen path-a bailout-made infinitely more sense than either a default or the abandonment of the common currency that many economists called for. And while others see "austerity" as the problem for Greece's woes after the bailout, Beyond Debt blames instead an indecisive government that could not see reform through to the end.

In 2011 some 1,500 migrants died trying to enter Europe, and the United States deported nearly 400,000 and imprisoned some 2.3 million people--more than at any other time in history. International borders are increasingly militarized places embedded within domestic policing and imprisonment and entwined with expanding prison-industrial complexes. Beyond Walls and Cages offers scholarly and activist perspectives on these issues and explores how the international community can move toward a more humane future. Working at a range of geographic scales and locations, contributors examine concrete and ideological connections among prisons, migration policing and detention, border fortification, and militarization. They challenge the idea that prisons and borders create safety, security, and order, showing that they can be forms of coercive mobility that separate loved ones, disempower communities, and increase shared harms of poverty. Walls and cages can also fortify wealth and power inequalities, racism, and gender and sexual oppression. As governments increasingly rely on criminalization and violent measures of exclusion and containment, strategies for achieving change are essential. Beyond Walls and Cages develops abolitionist, no borders, and decolonial analyses and methods for social change, showing how seemingly disconnected forms of state violence are interconnected. However, this continuum from short-term relief to rehabilitation and development has often proved difficult to achieve. This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda. The book concludes by proposing a common conceptual framework designed to appeal to different stakeholders involved in crisis management. Following on from the World Humanitarian Summit, where a new way of working on the humanitarian-development nexus was highlighted as one of five major priority trends, this book is a timely contribution to the debate which should interest researchers of humanitarian studies, conflict and peace studies, and disaster risk-management.

He then delves into the related question of why men overwhelmingly reject psychotherapy at a time when they need it the most. The key to engaging men in therapy, Brooks argues, is devising a male-friendly therapy, involving flexibility, consciousness-raising in mens groups and other out-of-office settings, and the therapists emphasis on an authentic empathetic bond with the troubled male client to discover meaning in the clients relational pressures and problems at work, with loved ones, and, most of all, with himself. Standard therapeutic models dont work for men, Brooks argues, so therapists must be eclectictranstheoreticalin negotiating therapeutic goals and tasks with their troubled male clients. The central tenets of multicultural counseling and therapy figure prominently in the transtheoretical model, as they allow the therapist to separate out and tackle peculiarly male problems that span different cultural and socioeconomic contexts. Inclusive cultural empathy and the transtheoretical models stages-of-change framework can sustain mens initial interest in the therapeutic option and, beyond that, in a transformative relationship. In such a way, Brooks concludes, the transtheoretical model advances a hesitant male client from the level of consciousness-raising and awareness of gender role strain to the level of action and change, as the locus of therapeutic agency shifts from the therapist to the client himself.

Book excerpt: After years of official disrepute, industrial policy (IP) is back in vogue at regional, national and international levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment and the comparatively slow growth of the EU economy especially in this post-recession phase. At the same time, IP has been seen as a catalyst for designing economic recovery strategies at regional, national and international levels, as well as being a concerted strategy to develop new ‘clean-tech’ industries to tackle environmental challenges. If anything, the recent global recession and credit crunch have highlighted the fragility of some states’ and localities’ economic development paths and the unbalanced nature of their economies, in terms of an over-reliance on sectors such as retail, financial services, and construction, to the detriment of manufacturing. This also suggests an accompanying need for greater economic diversity so as to avoid over-dependencies on certain sectors, and a better balance of ownerships forms. But what should be the shape of IP in the wake of the crisis and how can IP rebalance economies, help support sustainable development and catalyse new technologies and innovations whilst learning lessons from past experience and debate? This book evaluates the failures of public policy in the half decade before the crisis, using the conceptual framework of complex systems. This analysis reveals the fundamental failings of globalization and the lack of a robust and resilient public sector paradigm to assist countries in economic recovery. The research has benefited from UK Economic and Social Research Council (ESRC) funding for a Knowledge Exchange that applied the most relevant and applied aspects of complex systems theory to contemporary policy problems. Innovative statistical methods are used to profile and group countries both before and after the 2008-09 crisis. This shows the countries that are best prepared for the ongoing and prolonged Euro zone crisis of 2010-12. The book proposes a new model of public policy that asserts itself over the paradigm of market liberalism and places the public values of full employment, sustainability and equality at the top of the post crisis policy agenda.
