Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Book excerpt: In The Art of Being In-between Yanna Yannakakis rethinks processes of cultural change and indigenous resistance and accommodation to colonial rule through a focus on the Sierra Norte of Oaxaca, a rugged, mountainous, ethnically diverse, and overwhelmingly indigenous region of colonial Mexico. Her rich social and cultural history tells the story of the making of colonialism at the edge of empire through the eyes of native intermediary figures: indigenous governors clothed in Spanish silks, priests’ assistants, interpreters, economic middlemen, legal agents, landed nobility, and “Indian conquistadors.” Through political negotiation, cultural brokerage, and the exercise of violence, these fascinating intercultural figures redefined native leadership, sparked indigenous rebellions, and helped forge an ambivalent political culture that distinguished the hinterlands from the centers of Spanish empire. Through interpretation of a wide array of historical sources—including descriptions of public rituals, accounts of indigenous rebellions, idolatry trials, legal petitions, court cases, land disputes, and indigenous pictorial histories—Yannakakis weaves together an elegant narrative that illuminates political and cultural struggles over the terms of local rule. As cultural brokers, native intermediaries at times reconciled conflicting interests, and at other times positioned themselves in opposing camps over the outcome of municipal elections, the provision of goods and labor, landholding, community ritual, the meaning of indigenous “custom” in relation to Spanish law, and representations of the past. In the process, they shaped an emergent “Indian” identity in tension with other forms of indigenous identity and a political order characterized by a persistent conflict between local autonomy and colonial control. This innovative study provides fresh insight into colonialism’s disparate cultures and the making of race, ethnicity, and the colonial state and legal system in Spanish America.

Book excerpt: Archaeological research on interregional interaction processes has recently reasserted itself after a long hiatus following the eclipse of diffusion studies. This "rebirth" was marked not only by a sudden increase in publications that were focused on interac tion questions, but also by a diversity of perspectives on past contacts. To perdurable interests in warfare were added trade studies by the late 196Os. These viewpoints, in turn, were rapidly joined in the late 1970s by a wide range of intellectual schemes stimulated by developments in French Marxism (referred to in various ways; termed political ideology here) and sociology (Immanuel Wallerstein's world-systems model). Researchers ascribing to the aforementioned intellectual frameworks were united in their dissatisfaction with attempts to explain sociopolitical change that treated in dividual cultures or societies as isolated entities. Only by reconstructing the complex intersocietal networks in which polities were integrated-the natures of these ties, who mediated the connections, and the political, economic, and ideological significance of the goods and ideas that moved along them-could adequate ex planations of sociopolitical shifts be formulated. Archaeologists seemed to be re discovering in the late twentieth century the importance of interregional contacts in processes of sociopolitical change. The diversity of perspectives that resulted seemed to be symptomatic of both an uncertainty of how best to approach this topic and the importance archaeologists attributed to it.

It re-thinks the very meaning of security as well as the relationship between the understanding of security in traditional and critical approaches in security studies to find a common denominator between them. Deduced firmly from realist political philosophy and its analytic categories, such as state-based sovereignty, security is presented as a function of discursive formations. Providing a sound discourse-theoretical foundation which includes both linguistic and non-linguistic practices as well as a focus on relationships of power, the book offers a basis for the integration of insights generated by the different approaches to securitisation, and enhances the analytical and explanatory depth of the concept. As part of its theoretical foundation, the book further presents a fundamentally new image of long-standing theoretical and conceptual challenges within speech-act inspired approaches, including the re-formulation of central analytical categories such as the speaker-audience-context nexus. By explaining securitisation as signifying the boundaries of the construction of meaning, it presents an original understanding of securitisation, which is deeply integrated into the structures of the social construction of meaning. On this basis, the book offers a new understanding of successful securitisation factors and insights into aspects that render specific objects more or less likely for securitisation. The book proceeds to discuss two central aspects of the securitisation debate: The constitution of power, as well as an exploration of the nature of the political and politicisation. An empirical case study on the development-security-nexus offers further insights into the applicability of the theoretical model. This book will appeal to students, researchers, and scholars of political science and international relations (IR) interested in a better understanding of IR theory, realism, critical security studies, and discourse analysis.
