Book excerpt: Self-employed workers are taking on a larger role in the European economy, particularly workers who operate as independent contractors rather than as small-business owners with their own workforce. Becoming self-employed offers flexibility and entrepreneurial potential, but can limit access to state-sponsored pension schemes. We assess the current state of pension policy across the European Union and take a more detailed look at five countries to see how independent workers are treated compared with their traditionally employed counterparts. We consider how policymakers might adjust or even overhaul their pension offerings to improve opportunities for the self-employed, while being mindful of the broader policy context in areas like innovation and overall tax burdens. In assessing policy options, it is useful to determine whether government, companies or individuals will be primarily responsible for paying for better pensions, and we structure our suggestions accordingly. Governments can make programmes more widely available, more consistent for all types of work and easier to understand and take part in. Companies can be encouraged to make pension contributions for all their workers, not just those they hire full-time. Individuals can be encouraged to set aside more for retirement with tax incentives, benefits flexibility and other policy measures. Access to pensions for low-income, more vulnerable self-employed workers should be considered separately from access for higher-paid workers. The current system does not facilitate this and indeed inhibits it in jurisdictions where a minimum income is required to join self-employment pension schemes.

Pressure points are arising, however, due to population aging and untransparent intergenerational transfers inherent in the system. Moreover, the Dutch pension system needs to adapt to the changing labor market landscape with an increasing share of workers in self-employment not covered by any pension arrangement. The government has proposed replacing collective defined-benefits schemes with personal accounts, and abolishing uniform premia and constant accrual rates. The micro-data analysis shows that allowing greater risk-taking and freedom of choice in managing pension savings could crowd self-employed into pension schemes.

Book excerpt: The ageing, financial and labour market challenges facing the old age pension systems of the member states of the European Union are well known. Those who cast doubt on the ability of the present system of pension provision - at least to the extent that it is pay-as-you-go financed - to cope with the problems posed by these challenges are getting more vociferous. Increasingly there are calls for pay-as-you-go systems to be cut back and for funded systems to be expanded. This book contests the view that funding is the answer. It shows how adaptable the largely pay-as-you-go old age pension systems in the European Union are. Actuaries, economists, lawyers, political scientists, pension advisers, and sociologists, from nine European countries and the United States, consider four main themes: population ageing, competitiveness and retirement; pension financing and economic growth; adapting pension systems to meet change; and decision-making processes. They argue that pay-as-you-go-financed old age pension systems in the European Union have the ability to successfully adapt to economic and social change provided they do not take on too many non-insurance-related risks. Solving the problems of the labour market and controlling the direction and extent of economic development are beyond the powers of old age pension systems, regardless of how they are structured or financed. Separate budgets for separate risks is an indispensable principle if the complex processes of social protection are to be successfully managed, monitored, and made transparent. There can be no single plan for the future development of old age pension systems which would be universally valid for all the countries of the European Union. A single solution cannot take into account the special circumstances obtaining in every nation, and since respect for the special features of national systems is the basis of popular acceptance, the way forward is to reform existing systems in existing contexts.

Book excerpt: This study finds that pension reforms in recent years have improved the efficiency and sustainability of pension systems in the new member states of the European Union and Croatia. However, for many countries, these probably have not gone far enough to ensure long-term sustainability, given the aging of the population. Reforms have included changes to Pay-As-You-Go (PAYG) systems, including increases in retirement ages (not at least for women), new benefit formulas, and new indexation mechanism. Some countries (Latvia and Poland) have further strengthened the link of contributions and benefits to the sustainability of the PAYG system through the introduction of national defined contribution accounts. The link is strengthened also by moving to a point system, which has been adopted by many of the countries. Several countries have introduced a second, private, pension pillar, funded through diversion of part of the pension contributions, thereby diversifying risk. However, some countries (in particular the Czech Republic, Slovenia, and Romania) will need to do more to safeguard the long-term viability of their pension systems, while others face challenges to ensure equitable pension systems and adequate living standards for all elderly people.

Book excerpt: An ageing society and higher life expectancy in the European Union (EU) have raised concerns over the adequacy and financial sustainability of existing pension systems to deliver a retirement income that would ensure decent living standards and prevent old-age poverty. Moreover, the economic and financial crisis in 2007-08 and subsequent policy response exacerbated social inequality across the EU. In 2015, the Juncker Commission acknowledged the need for upward social convergence between and within Member States and proposed a European Pillar of Social Rights (EPSR). The EPSR initiative was launched by the European Commission (EC) in 2017 with the overarching objective to deliver new and improve existing social standards for people across the EU. Of the twenty principles agreed by all Member States, there was a commitment and responsibility (at both Union and Member State level) to ensure : 'Workers and the self-employed in retirement have the right to a pension commensurate to their contributions and ensuring an adequate income. Women and men shall have equal opportunities to acquire pension rights', and that 'Everyone in old age has the right to resources that ensure living in dignity.' In the 2018 edition of the triennial Pension Adequacy Report, the Commission stressed the role of well-designed supplementary pension schemes, in addition to statutory pensions, to help achieve adequate pension outcomes. It also recognised automatic enrolment (also referred to as auto-enrolment) (AE) as a potential policy tool that may be used in combination with others (e.g., tax and financial incentives) to improve the coverage of supplementary pensions. AE is a mechanism that automatically enrols individuals into a retirement savings scheme unless they actively opt-out. Such schemes, depending on their design, may encourage regular savings in cost-effective pension products that re-invest in a diversified portfolio of assets. The purpose of this study is to set out the features and best practices of different auto-enrolment mechanisms into pension schemes. It also compares such practices across EU and non-EU jurisdictions and provides preliminary empirical evidence of the impact of auto-enrolment on pension adequacy, especially in countries where it is well established. The study contributes to one of the key objectives of the Commission's Capital Markets Union (CMU) programme of improving the diversification of households' financial assets and pension adequacy through capital markets.
