Download or read book Barker Review of Land Use Planning written by Kate Barker and published by The Stationery Office. This book was released on 2006-12-05 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is one of a series of reviews, commissioned by the Chancellor of the Exchequer, to accompany the pre-Budget report 2006 (to be published 6 December 2006, Cm. 6984, ISBN 0101698429). It sets out recommendations to reform the planning system in England in support of sustainable economic growth and prosperity, whilst securing delivery of wider objectives including promoting community involvement, supporting local democracy and enhancing the environment. Key issues identified include the need: to ensure the planning system is more responsive to the market whilst delivering sustainable development; to ensure the appropriate use of land and to better manage the growing demand for development land; to streamline the planning system to increase certainty, reduce complexity and costs; to enhance the speed and quality of local authority decision-making; and to improve the appeals system to reduce delays. Recommendations include: the introduction of a new system for dealing with major infrastructure projects, based around national Statements of Strategic Objectives, and with a new independent Planning Commission to determine applications; the promotion of a positive planning culture within the plan-led system so that applications should be approved unless there is good reason to believe that the environmental, social or economic costs will exceed respective benefits; encouraging planning bodies to review their green belt boundaries to promote sustainable new development beyond towns and cities; and removal of the need for minor commercial developments that have little wider impact to require planning permission.
Download or read book Follow the Money written by Duncan Campbell-Smith and published by Penguin UK. This book was released on 2008-03-27 with total page 629 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most books on politics and government take a view from the top down. They focus on the individuals and institutions that set policies in place and make the laws. But how are these policies and laws translated into action on the ground, where their success or failure helps determine the day to day running of schools and hospitals, police forces and councils? This is the much less familiar territory explored by Follow The Money. It tells the story of the men and women responsible for keeping track of the money spent locally on public services since the early 1980s. What emerges is a rare behind-the-scenes account of the political world in which central government edicts come up against the reality of how things are made to happen at the grass roots. Follow The Money shows how the Commission has helped over 25 years to transform the management of public services, including the NHS, while mediating in an often tense relationship between central and local government from the Thatcher era to the years of New Labour. The result, encompassing a string of scandals and battles between town hall and Whitehall, is a compelling narrative for which an accounting qualification is most certainly not required.
Download or read book The Collaborating Planner written by Clifford, Ben and published by Policy Press. This book was released on 2014-07-09 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the turn of the 21st century, there has been a greater pace of reform to planning in Britain than at any other time. As a public sector activity, planning has also been impacted heavily by the wider changes in the way we are governed. Yet whilst such reform has been extensively commented upon within academia, few have empirically explored how these changes are manifesting themselves in planning practice. This new book aims to understand how both specific planning and broader public sector reforms have been experienced and understood by chartered town planners working in local authorities across Great Britain. After setting out the reform context, successive chapters then map responses across the profession to the implementation of spatial planning, to targets, to public participation and to the idea of a 'customer-focused' planning, and to attempts to change the culture of the planning. Each chapter outlines the reaction by the profession to reforms promoted by successive central and devolved governments over the last decade, before considering the broader issues of what this tells us about how modernisation is rolled-out by frontline public servants. This accessible book fills a gap in the market and makes ideal reading for students and researchers interested in the UK planning system.
