Book excerpt: Millions of students in the US and Mexico begin their educations in one country and find themselves trying to integrate into the school system of the other. As global migration increases, their numbers are expected to grow and more and more teachers will find these transnational students in their classrooms. The goal of The Students We Share is to prepare educators for this present and future reality. While the US has been developing English as a Second Language programs for decades, Mexican schools do not offer such programs in Spanish and neither the US nor Mexico has prepared its teachers to address the educational, social-psychological, or other personal needs of transnational students. Teachers know little about the circumstances of transnational students' lives or histories and have little to no knowledge of the school systems of the country from which they or their family come. As such, they are fundamentally unprepared to equitably educate the "students we share," who often fall through the cracks and end their educations prematurely. Written by both Mexican and US pioneers in the field, chapters in this volume aim to prepare educators on both sides of the US-Mexico border to better understand the circumstances, strengths, and needs of the transnational students we teach. With recommendations for policymakers, administrators, teacher educators, teachers, and researchers in both countries, The Students We Share shows how preparing teachers is our shared responsibility and opportunity. The author, a clinical psychologist and special educator, points out the enormous disparities between the school experiences and educational outcomes for poor, non-European American, immigrant, rural, and limited-English proficient students with disabilities and their European American middle- and upper class peers. He also discusses the impacts of race and class prejudice and teacher expectations on the educational outcomes of students from impoverished and minority backgrounds via international comparisons and several case studies that illustrate the manner in which educational placement and support systems affect student outcomes. Grossman challenges all special educators to take the bold steps necessary to end the inequities experienced by low income and minority students in special education. The author makes three strong contentions. The first is that some students who do not need special education are inappropriately placed, whereas others may be overlooked. Second, he asserts that special education strategies are not equally effective across socioeconomic status, English language proficiency, and ethnicity. Finally, he calls into question many of the professional practices of teachers, psychologists, administrators, and professors who serve exceptional populations. The author provides many personal accounts of events and experiences that capture the essence of what he speaks of in this book. The content of this book is information to which all educators working with ethnically, culturally and linguistically diverse children should have access. It is informative and presented in a no-nonsense fashion. The reader learns a great deal about practices that do indeed impede the academic achievement and school success of students with special needs from minority and traditionally underrepresented groups. The text can be used as supplemental reading in pre-service courses for general or special education. It is easy to read and cites many examples to reduce any possibility of misinterpretation. Teacher educators will find it especially useful as a tool to generate discussion on the difficult and threatening topics and issues associated with discrimination in public education as a whole and special education in particular. It will be of interest to special educators and administrators at all levels.

It presents current information about such issues as dropout rates, reading levels, and participation in advanced mathematics and science courses. It includes a synthesis of research about current trends, including the growth of this population, changes in immigration patterns, and changes in the segregation of this population. Chapter 1 describes Mexican-Americans and other language-minority groups in terms of levels of educational attainment, cultural and language diversity, and population trends and projections. Chapters 2-4 address personal, instructional, and school factors important for the success of language-minority students and examine trends and issues in bilingual education. Chapter 5 discusses ways to create school systems that support instruction of language-minority students including: (1) knowing student rights; (2) imparting high expectations; (3) ensuring appropriate student placement; (4) working to reduce the achievement gap; (5) taking an advocacy position in testing and grade retention; (6) improving staff development and minority teacher recruitment; and (7) involving parents in meaningful activities. Chapter 6 covers policy recommendations that include disaggregating student data, demonstrating commitment to uphold civil-rights laws, pursuing excellence and equity (not simply compliance), identifying a top-level administrator as an equity advocate, and joining the equity network.
