Book excerpt: Although the Department of Defense (DOD) has boosted its annual weapon system investment from about $80 billion 4 years ago to about $100 billion for fiscal year 2001, its buying power will be weakened if weapons continue to cost more and take longer to develop than planned. DOD wants to improve program outcomes by reducing weapon system development cost and time, while still producing weapons that meet user needs. It has a long way to go; long-standing practices that impede delivery of new weapons within estimates have proven resistant to reform. GAO issued a series of reports on the success leading commercial firms have had in significantly reducing the time and money it takes to develop new and more sophisticated product, the kinds of results that DOD seeks. Leading commercial firms find that integrated product teams-teams that are responsible for all the activities of development, from design to manufacturing-are key to achievement of such results. The practices of leading commercial firms can help DOD maximize the benefits of integrated product teams in its development of weapon systems. In response to a request from the Chairman and the Ranking Member, Subcommittee on Readiness and Management Support, Senate Committee on Armed Services, GAO examined (1) whether and how integrated product teams affect decision-making and product outcomes, (2) what factors are key to creating effective integrated product teams, and (3) how the environment in which products are managed affects the prospects for effective integrated product teams.

Book excerpt: The Department of Defense (DoD) plans to increase its annual procurement investment to about $60 billion by fiscal year 2001. DoD has high expectations from this investment: that new weapons will be better yet less expensive,than their predecessors and will be developed in half the time. Essential to getting these kinds of outcomes will be the adaptation of best commercial practices that have enabled leading commercial firms to develop new products faster, cheaper, and better. DoD has begun a number of acquisition reform initiatives based on commercial practices to help foster these outcomes. Their success depends greatly on the extent to which the program offices responsible for managing weapon acquisitions can implement the practices on individual programs. Training provided to the program offices serves as a key agent in both creating a culture that is receptive to new practices and in providing the knowledge needed to implement new practices at the workplace. At the request of the Chairman and the Ranking Minority Member, Subcommittee on Readiness and Management Support, Senate Committee on Armed Services, GAO evaluated the role DoD training is playing in implementing best practices in weapon system programs. This report addresses: (1) the contribution DoD training makes to program offices' ability to apply best practices, (2) the different methods used by DoD and leading commercial firms in training on best practices, and (3) the strategic approaches that underlie DoD's and leading commercial firms' training methods for best practices.

In 1999, Congress directed DOD to create a comprehensive readiness system with timely, objective, and accurate data. In response, DOD started to develop the Defense Readiness Reporting System (DRRS). After 7 years, DOD has incrementally fielded some capabilities, and, through fiscal year 2008, reported obligating about $96.5 million. GAO was asked to review the program including the extent that DOD has (1) effectively managed and overseen DRRS acquisition and deployment and (2) implemented features of DRRS consistent with legislative requirements and DOD guidance. GAO compared DRRS acquisition disciplines, such as requirements development, test management, and DRRS oversight activities, to DOD and related guidance, and reviewed the system's current and intended capabilities relative to legislative requirements and DOD guidance. We did not evaluate DOD's overall ability to assess force readiness or the extent that readiness data reflects capabilities, vulnerabilities, or performance issues. GAO is making recommendations to address the risks facing DOD in acquiring and developing DRRS and increase the chance of success. DOD agreed or partially agreed with three of our eight recommendations, and disagreed with the remaining five because it stated that it was already taking actions in these areas.
