Book excerpt: Sector Investment Programs (SIPs) are an integral part of the World Bank's strategy for renewal in Africa. The objective of the study was therefore to examine the key elements of SIPs, to explain their rationale, and to prepare a practical guide for their preparation. Further, the objective was to assess the likely number of such programs that can be expected to be seen over the next few years, and to serve as a pedagogic tool in disseminating the new approach, both to borrowers and to other donors. SIPs offer a real alternative approach that is generating higher impact on the ground. The operations are expensive to prepare (especially for the lead donor), but significantly reduce costs over the medium term. SIPs are only possible when there is genuine local commitment to such an approach, and where there exists goodwill among the donor community, especially amongst those actively present in the country.

Book excerpt: South Asia has made much progress in deregulation and liberalization in the 1990s, but it still remains one of the least integrated regions in the world. However, this general trend masks wide disparities among South Asian nations: the larger economies tend to be more highly protected, with low import penetration rates, while the smaller economies are relatively more open. If the current reform program continues, the benefits of liberalization will translate into higher growth. This report reviews the regions economic performance from an international perspective and the steps taken to increase integration, especially in terms of financial integration (increased foreign direct investment, portfolio and capital flows) and regional integration (intra-regional trade, regional arrangements). Chapters also discuss the economic outlook for the region and prospects for South Asian exports such as textiles and clothing.

Book excerpt: The deteriorating condition of federal facilities poses economic, safety, operational, and environmental risks to the federal government, to the achievement of the missions of federal agencies, and to the achievement of public policy goals. Primary factors underlying this deterioration are the age of federal facilities-about half are at least 50 years old-and decades of inadequate investment for their maintenance and repair. These issues are not new and there are no quick fixes. However, the current operating environment provides both the impetus and the opportunity to place investments in federal facilities' maintenance and repair on a new, more sustainable course for the 21st Century. Despite the magnitude of investments, funding for the maintenance and repair of federal facilities has been inadequate for many years, and myriad projects have been deferred. Predicting Outcomes of Investments in Maintenance and Repair of Federal Facilities identifies processes and practices for transforming the current portfolio of federal facilities into one that is more economically, physically, and environmentally sustainable. This report addresses ways to predict or quantify the outcomes that can be expected from a given level of maintenance and repair investments in federal facilities or facilities' systems, and what strategies, measures, and data should be in place to determine the actual outcomes of facilities maintenance and repair investments.

Book excerpt: Most of the policy discussion about stimulating innovation has focused on the federal level. This study focuses on the significant activity at the state level, with the goal of improving the public's understanding of key policy strategies and exemplary practices. Based on a series of workshops and conferences that brought together policymakers along with leaders of industry and academia in a select number of states, the study highlights a rich variety of policy initiatives underway at the state and regional level to foster knowledge based growth and employment. Perhaps what distinguishes this effort at the state level is most of all the high degree of pragmatism. Operating out of necessity, innovation policies at the state level often involve taking advantage of existing resources and recombining them in new ways, forging innovative partnerships among universities, industry and government organizations, growing the skill base, and investing in the infrastructure to develop new technologies and new industries. Many of these initiatives are being guided by leaders from the private sector and universities. The objective of Best Practices in State and Regional Innovation Initiatives: Competing in the 21st Century is not to do an empirical review of the inputs and outputs of various state programs.
