Book excerpt: Difficult ethical and political issues confront the application of scientific and technological solutions for preventing pollution from occurring. Often the questions embodying proposed solutions to known problems are ambiguous; and no singular solution can exist for all locations. Yet the common organizing principle for all solutions to environmental problems must be scientific, because only sound science can provide a rational understanding that decision-makers can use universally. The NATO Advanced Research Workshop (ARW) on Tools and Methods for Pollution Prevention (October 12-14, 1998, Prague, Czech Republic) was designed to assemble experts from NATO and former socialist countries of Eastern Europe to discuss science-based tools and methods, either available or in development, that can be used to analyze environmental impacts of manufacturing processes and manufactured products. The presentations at the workshop were written up specifically for the purpose of this book, albeit after peer reviews and thorough revisions. Most of the chapters focus on specific method development for designing environmentally benign processes or products. Several chapters take a broader view and focus on such designs from an implementation perspective, and dwell on ethical conflicts, resistance to change because of inertia or inadequate infrastructure, and on the lack of resources. We placed these chapters at the beginning of the book. The volume starts with the overview by Sikdar et aI. , who describe the scope and difficulties of pollution prevention in the manufacturing sectors.

The conference - first in a series - intended to be convened at Salzau at 1 -2 year intervals to address various aspects of theo retical and application-oriented ecology, was initiated, organized and carried out under the auspices of the Ecology Center of the Kiel University. It featured key note addresses, invited lectures, submitted papers, and posters. 32 contributions written by authors from eight countries, were selected to be presented in this book. From the very rich discussions of the workshop, some general characteristics emerged which might become important for a deeper understanding of the nature of evolving systems or, in other words, systems with a history, described by variables with a high degree of interdependence. These characteristics include the following: Speaking of 'goal functions' is a convenient 'fa~on de parler', since a logical analysis of the formal structure of teleological and causal explanations shows that both are analogous with regard to the inherent structural typology and the basic mode of explanation. Teleological interpretations introduce motives or objectives of actors into the set of 'antecedens' conditions relevant for system evolution, and are consequently a subset of causal interpretations.

The European Union specifies this principle in EC directives on integrated pollution prevention and control (IPPC), on environmental impact assessment (EIA), and on the control of major accident hazards involving dangerous substances (Seveso II). This is the first book to investigate from both empirical and normative perspectives the effectiveness of these directives at the national level. It provides by far the most extensive comparative analysis and evaluation of the industrial permitting and inspections, EIA, and major accident prevention in the EU. Offering an in-depth study of the transposition and implementation of EC environmental directives in eight EU member states (Denmark, France, Germany, Italy, the Netherlands, Spain, Sweden, and the United Kingdom), the author who has played a significant role in the formulation of environmental legislation and regulation at both the national (German) and EU levelsand¿provides a stable base for an assessment of the benefits and costs of the integrated approach to environmental protection. Among the factors considered are the following: key features of national constitutional, administraand¬tive, and judicial systems which provide the framework for environand¬mental regulations and their implementation in the eight countries under study; procedures and substantive requirements transposing the IPPC, EIA and Seveso II directives into national laws; and evaluation of national deficiencies and the extent of muddling through. His comparative analysis of procedural, organizational, and substantive integration makes it possible to identify and compare national accomplishments in regulatory integration, and offers new insights into the effectiveness and limits of EC law. The study concludes with a discussion of the implications of the findings for European governance and better regulation after the enlargement of the EU. This thoroughly researched, rigorous, and insightful study will be of great interest and value to policymakers, regulators, business people, environmental NGOs, consultants, and lawyers, as well as to students of environmental policies and European governance.
