With the help of assistant: I went through the earliest manuscripts preserved in th Board of Revenue, Calcutta, and noted down a list c letters illustrative of the District administratio from 1782 to 1812. The first letters of this lis dealing with the quarter of a century from 1782 to 180: are summarised in the four following volumes. Acknowledge my obligations to successive Lieutenan Governors of Bengal, Sir George Campbell, Sir Richar' Temple, Sir Rivers Thompson, Sir Steuart Bayley, arr especially to Sir Charles Elliot, for aid or encouragemet in the prosecution of the work. But I still more gratd fully record the assistance of my friends, Mr. Charle Dollman, whose promising career was cut short by 3 early death, and Babu Trailokya-nath Muhharji, wh has since won for himself distinction in the service c Government. Between 1863 and 1866, Sir Cecil Beadon, then Lieutenant-Governor, gave me facilities for examining the older papers in the nine south-western Collectorates which constituted the Presidency and Bardwan Divisions. Similar opportunities were granted by the two succeeding Lieutenant-Governors, Sir William Grey and Sir George Campbell, for an examination of the District records in Orissa and other Divisions of the Lower Provinces. Some of the results were published in my Annals of Rural Bengal (1868), Orissa (2 vols, 1872), and in nine of the volumes of the Statistical Account of Bengal (1875-1877); and I had hoped to be able to compile, in addition to my official duties, a complete District History of the Lieutenant-Governorship of Bengal. It argues that the great rent law debate and the Bengal Tenancy Act of 1885 helped constitute a revolution in the effective aims of government and in the colonial ability to interfere in India, but that they did so alongside a continuing weakness of understanding and in effective local control. In particular, the book considers the importance of notions of historical rights and economic progress to the false categorisations made of agrarian structure. It shows that the Tenancy Act helped to widen social disparities in rural Bihar, and to create political interests on the land.
