Distribution analysis pursues to distribute the net benefits or loses created by the project from primary or secondary level. The distribution analysis is worthwhile for policymakers because it permits them to measure whether the prospective distribution of net benefits. Therefore, a sound roads impact evaluation is commanding to project appraisal and policy decision. The data gathering is also imperative for assessing the public benefits but the reliable data and the appropriate approaches are far-reaching in road projects particularly rural roads.

As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Against this background, this book’s main objective is to construct a comprehensive and methodical economic, planning and decision-making framework for the evaluation of proposed transportation infrastructure investment projects. Such a framework is founded on four key principles. It is based on well-established economic, transportation and policy-analysis theoretical principles; it is comprehensive enough to encompass all relevant evaluation issues; it is applicable to a wide range of transportation investment projects; and it is amenable to empirical application including a sensitivity analysis and alternative scenarios regarding urban, regional and national developments.

Book excerpt: The Cost-Benefit Analysis (CBA) has long been serving as an important instrument of decision-making of large development projects. The Social Cost-Benefit Analysis (SCBA) extends this to include the distributional impacts of projects. However, both CBA and SCBA received the criticism of major shortfalls, in terms of the choice of appropriate discount rate as well as incorrect prices arising from market imperfections. However, the rising importance and significance of environmental and ecological impacts of these projects, which is articulated in several environmental impact assessment studies, led to a renewed attack on SCBA. An extended SCBA addresses these impacts by incorporating the monetary value of impacts such as effects on health, ecology and environment. This paper attempts to illustrate extension of SCBA to include environmental costs and benefits in the case of a large water resource development project in India. In particular, it also accounts for the distribution of project benefits and costs across major stakeholders, spatial locations and time periods, thereby, demonstrates the utility of extended SCBA in project decisions.
