Book excerpt: This Task has investigated the benefits derived from the projects sponsored during the past 20 years by SNAME Ship Production Committee Panel SP-7 on Welding under the National Shipbuilding Research Program. It has found that those projects that have supported direct shipyard applications and hands-on considerations along with shipyard training activities have yielded the most value in the shipyard community. Projects that have provided important reference information have also been beneficial. This Task has also assessed the opinion of the shipyard using community on the administration and management of Panel SP-7 itself. It has found that the practices currently in effect have been well received and should be continued with only minor improvements. In regard to NSRP matters in general however the survey has revealed major concern about the length and uncertainty of the project funding cycle. It also points out difficulties in achieving and maintaining faithful communications among Panel SP-7 participants and the members of the ECB (Executive Control Board of the Ship Production Committee of SNAME). These deficiencies should be examined and treated promptly, as the future success of the NSRP may well depend on it.

Several facilities-related projects of wide application potential have also been beneficial to the shipyard users of this information. This Task has also assessed the opinion of the shipyard using community on the administration and management of Panel SP-1 itself. It has found that the practices currently in effect have been well received, and should be continued with only minor improvements. The responses from those interviewed support such projects, rather than those with minimal potential for practical shipyard implementation. This Task has also assessed the opinion of the shipyard using community on the administration and management of Panel SP-8 itself. It has found that the practices currently in effect have been well received, and should be continued with only minor improvements. It has also found, however, that there is a need for increasing the attendance and participation of shipyard and NavSea representatives in order to ensure that Panel sentiment and actions will continue to be in the direction of shipyard interests. In addition, it may be advantageous to separate commercial and military considerations during the development of potential Panel projects.

It has found that those projects involving direct shipyard participation have yielded the most value in the shipyard community. The responses from those interviewed endorse the value of such projects, rather than analytical or theoretical exercises which offer little practical application. This Task has also assessed the opinion of the shipyard using community on the administration and management of Panel SP-4 itself. It has found that the practices currently in effect have been well received, and should be continued with only minor improvements. It has also found, however, that there has been an insufficient number of shipyards represented at Panel meetings. This deficiency has produced a non-shipyard bias in Panel deliberations, which has contributed to the minimal shipyard implementation of research results. Although recent attempts to increase the number of shipyards represented at Panel meetings have been effective, continuing efforts are needed to achieve and maintain the desired attendee mix.

It has found that those projects involving work teams and teaming techniques have yielded the most value in the shipyard community. A close second has been Human Resources workshops and similar opportunities for interaction among participants. The responses from those interviewed clearly endorse the value of such projects, rather than analytical exercises which offer little practical application. This Task has also assessed the opinion of the shipyard using community on the administration and management of Panel SP-5 itself. It has found that the practices currently in effect have been well received, and should be continued with only minor improvements. It has highlighted the fact that SP-5 is the only SPC Panel having representatives of organized labor among its members. Comments from those interviewed further reflect growing concern for the welfare of the NSRP under the present structure. Several points are of particular interest: (1) Communications between Panel members and the ECB are weak and indefinite. (2) The funding cycle for projects is too lengthy and unreliable. (3) Communication of research activities and project results to those in the shipyard community who need such information continues to be a problem area. (4) The relationship between the NSRP and organized labor is limited to only one Panel (SP-5), and needs to be expanded and strengthened.

It has found that those projects with the greatest practical application in the shipyard community have yielded the most value, such as training courses of blasters and painters. A close second has been those projects developing basic SP&C data, such as coating performance, not available else where and needed to support the generation or modification of specifications and standards, and without which there is little hope of meaningful improvements in such requirements. This Task has also assessed the opinion of the using community on the administration and management of Panel SP-3 itself. It has found that the current practices (under Panel Chairman James K. Kuecker, NASSCO) have been well received and should be continued. It has revealed the need to increase the number of attendees and participants from shipyards, in order to strengthen the shipyard occur on Panel efforts. It has also identified several important topics of near-future consideration by Panel members.
