El marco de sistemas de implementación profundiza en los elementos clave de ese entorno operativo. Dicho marco se basa en fases esenciales a lo largo de la cadena de implementación. Los actores principales, como las personas y las instituciones, interactúan a lo largo de esta cadena a través de las comunicaciones, los sistemas de información y la tecnología. Este marco se puede aplicar a la implementación de uno o varios programas y a la implementación de la protección social adaptativa. El libro de referencia se estructura en torno a ocho principios que encuadran el concepto de los sistemas de implementación: 1. No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Los desafíos asociados a la inclusión y a la coordinación son amplios y perennes, y motivan la mejora continua de los sistemas de implementación a través de un planteamiento dinámico, integrado y centrado en las personas.

At the local level, support and capacity building are needed to strengthen intermediary institutions in order to improve governance and increase legitimacy when deciding how to share benefits.Nonmonetary benefits such as land tenure, capacity building, infrastructure and access to natural resources have been especially important. However, in some cases there are nonmonetary burdens associated with intended benefits.The legitimacy of benefit-sharing arrangements is determined more by the actors involved than the type of land-use change associated with them. Conservation initiatives, REDD+ projects and oil palm initiatives all exhibited both high and low levels of legitimacy in their benefit-sharing arrangements.The legitimacy of benefit-sharing arrangements can be compromised by the lack of broad consultation with local actors including customary authorities, lack of community control over access to land snd limited livelihoods options for communities.

Joan Hardjono grew up in Sydney and graduated from Sydney University in the mid-1950s. She majored in English and Geography and like most girls in those years who had managed to complete a tertiary degree, she probably expected to embark on a career as a high school teacher in Australia. But no doubt prompted by the spirit of adventure which she has kept throughout her long career, she decided to go to Indonesia as a volunteer teacher. The scheme which brought young Australian graduates to Indonesia at that time was pioneering; it pre-dated the US Peace Corps and several of the participants went on to distinguished academic careers. On the boat from Australia to Indonesia, she met a young Indonesian called Hardjono, who after participating in the struggle against the Dutch in the late 1940s, gained an engineering degree at the Institute of Technology in Bandung, then as now Indonesia’s leading tertiary institute for the study of engineering and technology. Joan was posted to teach in Semarang, the capital of the province of Central Java, and family legend has it that Hardjono used a borrowed motor cycle to pay her frequent visits, bringing with him Javanese delicacies as gifts. Since the late 1980s, Joan has been busy as a consultant to a number of bilateral and multilateral aid agencies. She has retired as a university teacher, but served for several years as an active member of the advisory board of a Bandung-based research organization, AKATIGA. She has also served since its inception in early 2001 on both the Board of Trustees and the Advisory Board of the Jakarta-based research group, The SMERU Research Institute. The editors are pleased that four chapters in this volume have been contributed by staff of these two institutions. Joan continues to be an active member of the SMERU boards, and in her advisory role, she has always stressed that SMERU should focus on what it does best, namely conducting solid research on the problems of poverty, social protection and unemployment, rather than engaging in policy advocacy. She worked very hard editing the institute’s first international publication, Poverty and Social Protection in Indonesia, which was published by the Institute of Southeast Asian Studies in Singapore in 2011. Joan has often regretted the fact that so few Indonesian social scientists publish internationally, and has assisted a number of scholars over the years to turn their research findings into publishable papers in English-language outlets. Like many Indonesians in her age group, Joan has at times been disappointed that the country’s macroeconomic progress over the last four decades has not yet achieved the elusive goal of a just and prosperous society. To friends, she can be at times very critical of the performance of politicians and senior bureaucrats, both during the Suharto era and subsequently. But she would be the last to deny that some progress has been made. She continues to visit Australia on a regular basis, but Bandung remains her home, and she remains steadfast in her love for, and commitment to, the people of Indonesia.

Indonesia's rapid, broadly based pattern of growth has led to a spectacular reduction in poverty in the past 25 years. The model of development Indonesia adopted -- market-led growth combined with investments in physical and social infrastructure -- has proved to be the one most successful in alleviating poverty and benefiting workers in developing countries. The government's development efforts focused on agriculture (especially rice), education, and transport infrastructure. It emphasized providing opportunities for productive employment and gradually improving the quality of labor through education and training. The rates at which wages, employment, and incomes grew were left largely to market forces. Indonesian workers have been major beneficiaries of growth, but although the rapid growth of labor-intensive manufacturing has led to more jobs and higher wages, workers employed in these industries have expressed growing dissatisfaction. They complain about problems of child labor, the denial of centrally mandated wages and benefits to workers, poor working conditions, and the abuse of young female workers, who make up the bulk of the workforce. The government has tried to improve workers' wages and working conditions by centrally mandating higher labor standards, relying principally on minimum wages as a tool for doing so. Since 1989, minimum wages have tripled nominally and doubled in real terms. Enforcement has improved and, despite low compliance, at those higher levels minimum wages are beginning to bite. Indonesians are debating whether they need these labor-intensive industries and whether it is a mistake to base Indonesia's growth on cheap labor, because industries that exploit cheap labor could move to other countries. They argue that if labor is more expensive, manufacturers have no choice but to substitute some capital for labor, and to develop more sophisticated industries. However, Indonesia still has an abundant supply of labor and if labor-intensive industries are rejected, the capacity of the economy to absorb plentiful workers will be reduced. The main alternatives are to push up wages now (and risk the premature death of labor intensive industries) or to let wages be determined by market forces (in which case wages will rise slowly for the time being but industry's capacity to absorb labor will be higher) but strengthen institutions that could improve working conditions, such as labor unions. Agrawal recommends maintaining flexible labor markets and allowing market forces to set the pace of change, while strengthening labor unions. This paper -- a product of the Indonesia Policy and Operations Division, East Asia and Pacific, Country Department III -- is part of a larger effort in the department to develop a comprehensive labor market strategy for Indonesia. It was presented at a joint Ministry of Manpower-World Bank workshop, Indonesian Workers in the 21st Century, in Jakarta, April 2-4, 1996.

This conference was held on 2-3 June 2014 in Makassar, South Sulawesi, and was organised in collaboration with the Faculty of Economics, Hasanuddin University, and the National Development Planning Agency (BAPPENAS). Some other articles are papers presented at several seminars related or held in collaboration with IRSA in 2014. When this Foreword was written, Indonesia under the Joko Widodo (Jokowi) Administration was experiencing difficult time both politically as well as economically. Jokowi has entered its eighth month of his term of office but his administration apparently has not been able to run well as expected. To make it even worse, the economic growth in many countries, including Indonesia, has been slowing down since early this year. With that background and in the spirit of contributing for the development of the nation, IRSA has chosen the general theme of this 13th book “Regional Development in Indonesia: Some Notes for the Jokowi Government”. Finally, I would like to thank the authors of the papers published in this book and the organising committees of the 2014 IRSA Conference and other seminars organised in collaboration with IRSA. Recent years have seen a substantial effort by the Indonesian government to improve the investment climate. To date, much of this effort has focused on the constraints faced by businesses at the national level. However, if Indonesia is to be successful in creating jobs and reducing poverty across the archipelago, this will require improving the investment climate for the 15.7 million micro and small enterprises that employ more than half of all the non-farm workers in the country. This book brings together leading Indonesian and international academics to consider seven key constraints that RNFEs face: labour regulations and practices; infrastructure; competition and marketing; knowledge transfer and technology; access to credit and financial services; local taxation and user charges; and insecurity. In each case the authors draw on the Indonesian Rural Investment Climate Survey, a unique dataset of more than 2,500 RNFEs, to identify the size and nature of the constraints, the way in which they impact upon enterprise growth and the implications for policy. In addition, a key chapter estimates the strength of the linkage between agriculture and non-agricultural activities in rural areas, showing that agricultural revitalization is an essential complement to the development of the non-farm economy. "Understanding the rural investment climate in both slow- and fast-growing economies has taken on new urgency in the wake of the world food crisis. The rural non-farm economy often provides half or more of the income of farm families and is especially important for food-deficit rural households hard-hit by rising food prices.
