Its size, complexity, security needs, and culture have created a challenging environment for successful use of data in decisionmaking. DoD's acquisition data lay an important part of the foundation for decisions about weapon systems. Because the private sector faces similar data challenges, the authors examined commercial data practices that might translate to the DoD acquisition community in the areas of data governance and analytics. Benchmarking select private-sector data governance and analytics practices helps establish a baseline against which DoD practices can be compared. That comparison can be used to identify areas in which DoD could improve and suggests actions or approaches to make those improvements. The authors determined that functions associated with the office of a chief data officer and associated data governance and data management are foundational requirements to pursue an analytics strategy in any organization."--Publisher's description

Book excerpt: In 1997, Congress, in the conference report, H.R. 105-271, to the FY1998 Energy and Water Development Appropriation Bill, directed the National Research Council (NRC) to carry out a series of assessments of project management at the Department of Energy (DOE). The final report in that series noted that DOE lacked an objective set of measures for assessing project management quality. The department set up a committee to develop performance measures and benchmarking procedures and asked the NRC for assistance in this effort. This report presents information and guidance for use as a first step toward development of a viable methodology to suit DOE's needs. It provides a number of possible performance measures, an analysis of the benchmarking process, and a description ways to implement the measures and benchmarking process.

Book excerpt: Wicked problems like sustainable energy and financial market stability are societal challenges that arise from complex socio-technical systems in which numerous social, economic, political, and technical factors interact. Understanding and mitigating them requires research methods that scale beyond the traditional areas of inquiry of Information Systems (IS) “individuals, organizations, and markets” and that deliver solutions in addition to insights. We describe an approach to address these challenges through Competitive Benchmarking (CB), a novel research method that helps interdisciplinary research communities to tackle complex challenges of societal scale by using different types of data from a variety of sources such as usage data from customers, production patterns from producers, public policy and regulatory constraints, etc. for a given instantiation. Further, the CB platform generates data that can be used to improve operational strategies and judge the effectiveness of regulatory regimes and policies. We describe our experience applying CB to the sustainable energy challenge in the Power Trading Agent Competition (Power TAC) in which more than a dozen research groups from around the world jointly devise, benchmark, and improve IS-based solutions.

First, it uses both new and existing benchmarks to do deep performance analysis of two major classes of modern Big Data systems, namely NoSQL request-serving systems and Big Data analytics platforms. As its second contribution, this dissertation looks at Big Data benchmarking from a new angle by comparing Big Data systems with respect to their features and functionality. This effort is specifically important in the context of increasing interest in using a unified system which is rich in functionality to serve different types of workloads, especially as the Big Data applications evolve and become more complex.
