This essay investigates the history of BZ promotions and the impact of varying BZ promotion policy. The essay examines information which is known about the system and cautions against its use as a management tool when apparently little information is available regarding the system's impact. The BZ system affects few people directly, but indirectly affects the entire Officer Corps. For this reason, the BZ system should only be changed when it is obvious from thorough study that a change is required.

Available in PDF, EPUB and Kindle. Book excerpt: Cueva Blanca lies in a volcanic tuff cliff some 4 km northwest of Mitla, Oaxaca, Mexico. It is one of a series of Archaic sites excavated by Kent Flannery and Frank Hole as part of a project on the prehistory and human ecology of the Valley of Oaxaca. The oldest stratigraphic level in Cueva Blanca yielded Late Pleistocene fauna, including some species no longer present in southern Mexico. The second oldest level, Zone E, produced Early Archaic material with calibrated dates as old as 11,000–10,000 BC . Zones D and C provided a rich Late Archaic assemblage whose closest ties are with the Abejas phase of Puebla’s Tehuacán Valley (fourth millennium BC). Spatial analyses undertaken on the Archaic living floors include (1) the drawing of density contours for tools and animal bones; (2) a search for Archaic tool kits using rank-order and cluster analysis; and (3) an attempt to define Binfordian “drop zones” using an approach drawn from computer vision.

Book excerpt: Why was the discourse of family values so pivotal to the conservative and free-market revolution of the 1980s and why has it continued to exert such a profound influence on American political life? Why have free-market neoliberals so often made common cause with social conservatives on the question of family, despite their differences on all other issues? In this book, Melinda Cooper challenges the idea that neoliberalism privileges atomized individualism over familial solidarities, and contractual freedom over inherited status. Delving into the history of the American poor laws, she shows how the liberal ethos of personal responsibility was always undergirded by a wider imperative of family responsibility and how this investment in kinship obligations recurrently facilitated the working relationship between free-market liberals and social conservatives. Neoliberalism, she argues, must be understood as an effort to revive and extend the poor law tradition in the contemporary idiom of household debt. As neoliberal policymakers imposed cuts to health, education, and welfare budgets, they simultaneously identified the family as a wholesale alternative to the twentieth-century welfare state. And as the responsibility for deficit spending shifted from the state to the household, the private debt obligations of family were defined as foundational to socio-economic order. Despite their differences, neoliberals and social conservatives were in agreement that the bonds of family needed to be encouraged — and at the limit enforced — as a necessary counterpart to market freedom. In a series of case studies ranging from Clinton’s welfare reform to the AIDS epidemic, and from same-sex marriage to the student loan crisis, Cooper explores the key policy contributions made by neoliberal economists and legal theorists. Only by restoring the question of family to its central place in the neoliberal project, she argues, can we make sense of the defining political alliance of our times, that between free-market economics and social conservatism.

As financial markets expand and continue to refashion the world in their own image, the wealth of capitalist societies no longer presents itself, as it did to Karl Marx in the nineteenth century, as a “monstrous collection of commodities.” Instead, it appears as an equally monstrous collection of financial securities, and the critique of political economy must proceed accordingly. But what would it mean to write Capital in the twenty-first century? Are we really to believe that risk, rather than labor, is now regarded as the true fount of economic value? Can it truly be the case that the credit relation—at least in the global North—has replaced the wage relation as the key site of exploitation and political struggle? And finally, if precarity is indeed the name of today's proletarian condition, what possible future does it actually portend, what analysis does it require? Through a series of creative substitutions, in Portfolio Society Ivan Ascherextends Marx's critical project in bold and unexpected ways.
