Book excerpt: This study offers a new view on public services in the early modern Low Countries and answers the following questions: who provided public facilities in urban communities and in which ways did public amenities change in the period between 1500 and 1800? It throws light on the ways in which responsibilities were shared between city dwellers and the factors which influenced the allocation and reallocation of public services between the sixteenth and nineteenth centuries. The present study looks at those who provided various services to their communities, the ways in which they were rewarded and monitored, and the gain they may have sought. It focuses on the situation in the Low Countries, but in many respects, it also describes the development of the provision of public services in most towns in early modern Western Europe. The complex mixture of central and local, private and public, ecclesiastical and secular, individual and corporate initiatives, characterized – to a greater or lesser extent – urban communities everywhere in Western Europe. Above all, early modern towns were civil societies in which community services such as health care, poor relief, and public security were largely shaped and formed by conceptions of citizenship and collective interest.

Book excerpt: With the onset of a more conservative political climate in the 1980s, social and especially labour history saw a decline in the popularity that they had enjoyed throughout the 1960s and 1970s. This led to much debate on its future and function within the historical discipline as a whole. Some critics declared it dead altogether. Others have proposed a change of direction and a more or less exclusive focus on images and texts. The most constructive proposals have suggested that labour history in the past concentrated too much on class and that other identities of working people should be taken into account to a larger extent than they had been previously, such as gender, religion, and ethnicity. Although class as a social category is still as valid as it has been before, the questions now to be asked are to what extent non-class identities shape working people's lives and mentalities and how these are linked with the class system. In this volume some of the leading European historians of labour and the working classes address these questions. Two non-European scholars comment on their findings from an Indian, resp. American, point of view. The volume is rounded off by a most useful bibliography of recent studies in European labour history, class, gender, religion, and ethnicity.

Throughout the Western world, there are increasing calls for greater citizen participation. Referendums, citizen councils, and other forms of direct democracy are considered necessary antidotes to a growing hostility towards traditional party politics. This book focuses on the Belgian debate, where the introduction of participatory politics has stalled because of an ambiguity in the Constitution. Scholars and judges generally claim that the Belgian Constitution gives ultimate power to the nation, which can only speak through representation in parliament. In light of this, direct democracy would be an unconstitutional power grab by the current generation of citizens. This book critically investigates this received interpretation of the Constitution and, by reaching back to the debates among Belgium’s 1831 founding fathers, concludes that it is untenable. The spirit, if not the text, of the Belgian Constitution allows for more popular participation than present-day jurisprudence admits. This book is the first to make recent debates in this field accessible to international scholars. It provides a rare source of information on Belgium’s 1831 Constitution, which was in its time seen as modern constitutionalism’s greatest triumph and which became a model for countless other constitutions. It focuses on how the German occupier used education to gain acceptance of the regime, and discusses the attitudes of Belgian education authorities, schools, teachers and pupils towards the German occupation. Suggesting that the occupation forced Belgian education authorities, such as the Roman Catholic Church, to take certain positions, the book explores the wartime experiences and memories of pupils and teachers. It explains that the German Culture Department was relatively weak in establishing total control over education and that Catholic schools were able to maintain their education project during the war. However, the book also reveals that, in some cases, the German occupation did not need total control over education in order to find support for some authoritarian ideas. As such, Van Ruyskenvelde’s analysis presents a nuanced view of the image of the Catholic Church, schools, teachers and pupils as mere victims of war.

Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.
