Book excerpt: On 14 December 1995, the signing of the Dayton Peace Accords ended the separatist war in former Yugoslavia and created the State of Bosnia-Herzegovina. Twenty years on, MSF reveals how the organization spoke out about a conflict marked by ethnic cleansing, crimes against humanity, targeted assaults of humanitarian organizations and individuals, and the unfulfilled promises by the International Community. MSF claimed that mass distributions of aid were simply a ‘humanitarian alibi’ of the international community that lacked the will to take political and military measures to end the conflict. Some MSF leaders even called for an armed intervention against the Bosnian-Serb artillery bombing Sarajevo. In December 1992, MSF published a report describing the Bosnian Serb policy of ethnic cleansing. They denounced the Bosnian Serbs for hindering supplies to Srebrenica and Gorazde Muslim besieged enclaves. They raised awareness and denounced the lack of protection of the population when the enclaves came under attack in 1994 and 1995 despite being declared safe zones by the UN. In August 1995, MSF denounced a lack of access to the Serb refugees and from 2000, MSF advocated for parliamentary commissions to be set up to investigate the military and political responsibilities of the States involved in the Srebrenica crisis. This Speaking Out Case Study explores the variety of questions and dilemmas MSF faced, Among them: to what extent should MSF risk the lives of its staff in order to operate in conflict zones? Should MSF condemn obstacles set up to limit the access to the population if it meant no longer having any access at all? Should MSF denounce the fact that humanitarian aid was presented by the international political leaders as the only solution to the conflict and call for military force, an action that would lead to loss of human life?

Book excerpt: Gender and sexual identity formation is an ongoing anthropological conversation in both Middle Eastern studies and urban studies, but the story of gay and lesbian identity in the Middle East is only just beginning to be told. Queer Beirut is the first ethnographic study of queer lives in the Arab Middle East. Drawing on anthropology, urban studies, gender studies, queer studies, and sociocultural theory, Sofian Merabet’s compelling ethnography suggests a critical theory of gender and religious identity formations that will disrupt conventional anthropological premises about the contingent role that society and particular urban spaces have in facilitating the emergence of various subcultures within the city. From 1995 to 2014, Merabet made a series of ethnographic journeys to Lebanon, during which he interviewed numerous gay men in Beirut. Through their life stories, Merabet crafts moving ethnographic narratives and explores how Lebanese gays inhabit and perform their gender as they formulate their sense of identity. He also examines the notion of “queer space” in Beirut and the role that this city, its class and sectarian structure, its colonial history, and religion have played in these people’s discovery and exploration of their sexualities. In using Beirut as a microcosm for the complexities of homosexual relationships in contemporary Lebanon, Queer Beirut provides a critical standpoint from which to deepen our understandings of gender rights and citizenship in the structuring of social inequality within the larger context of the Middle East.

After a theoretical excursus that recasts the notion of primordial identity as a socially constructed reality, the author sets out to explain the persistence of sectarian affiliations in Iraq since its creation following the dismemberment of the Ottoman Empire. Despite the adoption of homogenizing state policies, the uneven sectarian composition of the ruling elites nurtured feelings of political exclusion among marginalized sectarian groups, the Shicites before 2003 and the Sunnis in the post-2003 period. The book then examines how communal discourses in the educational curriculum provoked masked forms of resistance that sharpened sectarian consciousness. Tracing how the anti-Persian streak in the nation-state’s Pan-Arab ideology, which camouflaged anti-Shicism, undermined Iraq’s national integration project, Sectarianism in Iraq delves into the country’s slide from a totalizing Pan-Arab ideology in the pre-2003 period toward the atomistic impulse of the federalist debate in the post-2003 period. Employing extensive fieldwork, this book sheds light on the dynamics of political life in post-Saddam Iraq and is essential reading for Iraqi and Middle East specialists, as well as those interested in understanding the current heightening of sectarian Sunni-Shicite tensions in the Middle East.
