Book excerpt: In 1983, the Bureau of Competition Policy of the Department of Consumer and Corporate Affairs commissioned a survey of firmsusing railway transportation services aimed at learning theirviews on rail competition in Canada and the U.S.A. This surveywas conducted in the fall of 1983. Respondents were asked toevaluate nine possible options relating to different rate-makingscenarios among Canadian railways including modifying section 279of the Railway Act and section 32(2) of the Transport Act. Threehundred randomly selected large and small shippers, consignees,truckers, freight forwarders and steamship lines involved indomestic and transborder trade located throughout Canadaparticipated. The survey was conducted through indepth telephoneinterviews and achieved a very high response rate of 80%. Theprinciple findings of the survey are: (a) there is a consensusamong rail users surveyed for a significant limitation on theability of the railways to set prices collectively; (b) increasedintramodal rail competition is viewed as beneficial; (c) 55% ofrespondents' total rail expenditures is captive to either CN orCP and of the remaining 45% subject to intramodal competition,29% is also subject to intermodal competition.

In later years, Pierre Goodrich, successful businessman and entrepreneur, would set aside a portion of his estate to found Liberty Fund because he believed that the principles of liberty on which our nation was founded need to be constantly kept before the public.
