It concludes that, at least in the short run, the crisis has overall created an opportunity for European integration rather than an obstacle. First, it has triggered events of proposed and actual far-reaching policy and institutional change. Second, negative effects on public opinion have not (yet) systematically translated into tendencies of stagnation or disintegration. The book brings together established scholars of European integration whose diverse research expertise contributes to an improved theoretical and empirical understanding of how the economic and financial crisis has affected EU policies, institutions and citizens. In light of these challenges, legislators and law enforcers have been searching for adequate responses to combat economic and financial crime by adapting existing policies, norms and practices and by creating new enforcement mechanisms. The purpose of this volume is to analyse those challenges in the field of economic and financial crime from different perspectives, and to examine which particular solutions criminal justice systems across Europe give to those challenges. The volume has four parts. Book excerpt: On 1 July 2000 regulations to liberalize trade flows between Mexico and the European Union came into force, after more than six years of diplomatic work and complex negotiations. These regulations are part of the "Tratado de Libre Comercio (TLCUEM), which is also one of the components of the Agreement on Economic Association, Political Concertation and Cooperation ("Global Agreement"). The Global Agreement through its three components - political dialogue, trade liberalization and cooperation- was at the time the most ambitious agreement ever constituted by the EU. The economic association component included in the Global Agreement - the TLCUEM- was the first overseas free trade treaty and served as an important precedent for later EU negotiations with other Latin American countries. The purpose of this essay is to analyze the reasons that led Mexico and the EU to the constitution of this treaty; to describe the main challenges of the Global Agreement negotiations of different components; and to briefly review the results of the first three years since the TLCUEM enforcement.

Book excerpt: This book provides the first comprehensive analyses of the challenges all European welfare systems have been facing since 2007, combining in-depth country-based studies and comparative chapters. It focuses on: 1) the economic and financial crisis, 2) demographic change, and 3) the balance between avoiding risks and opening up opportunities in social policy. The results show that European welfare systems tend to face the same challenges in different ways and that also their responses to those challenges differ considerably. Although the EU also plays a part in shaping national welfare systems, it becomes evident that European welfare systems are by no means converging: in terms of social policy, national diversity within Europe is still a major factor that will shape future developments in European welfare systems.
