Book excerpt: "A tremendous effort has been made to explore the Mackenzie Delta area of the Beaufort Sea since the first offshore well was drilled thirteen years ago. In addition to drillships and barges, thirty artificial islands composed of various combinations of dredged sand, gravel, rock, steel and concrete have been constructed to serve as drilling platforms. In general, dredged material is preferred for islands in less than 15 m of water whereas caissons are generally used to 30 m, and floating platforms are used beyond that depth. The type of island construction is governed by availability of materials, and the expected service life, as well as the anticipated severity of storms, ice, earthquakes or other hazards in the area. In the caseof Minuk 1-53 the type of island chosen is known as a Sacrificial Beach Island (SBI). In this type of construction, the erosive action of possible storms is estimated and the long sloping sides of the island built as wide as necessary to survive the erosion. As the name implies, the beach is sacrificed to the storm to protect the working surface of the island. It is important then that contingency plans, including alert and evacuation procedures triggered by severe weather forecasts, be in place as part of an overall safety program for drilling activities from these islands. The design storm for the Minuk area was established at 14 hours duration with significant wave heights of 2ư m for 5 hours, 4 m for 6 hours and 5 m for 3 hours. During the incident, the island was battered by waves with a significant height between 2 and 5 m for more than 50 hours. While the peak waves did not exceed the design height, the storm persisted for three times the design duration. Construction of Minuk 1-53 was 70% completed in 1984 and essentially finished by the beginning of September, 1985. By mid-September 1985 the camp, rig and associated facilities were on site as well as the bulk of mud consumables and 45% of the fuel required for the drilling program. In the early hours of September 16, 1985 a gale warning was issued for the shallow Beaufort Sea. During the day, the wind and waves mounted steadily and as substantial erosion became evident, the island was evacuated of all non-essential personnel. During the night, the barge "Arctic Tuk" beached on the windward side and mitigated erosion. By noon of the next day, the rig derrick collapsed into the water and the barge was swept away by the strong winds. During the night of September 17, erosion continued and the camp units and some rig modules were immersed. The bad weather continued the next day and one fuel tank was broached resulting in a loss of 388 m3 (2440 barrels) of diesel fuel into the sea. This spill was tracked for several days and eventually dispersed naturally. The island was re-built and a different drilling rig installed. The well was spudded on November 27 and drilling has now been completed. The investigation team concluded that the island performed in accordance with its design parameters and the failure was caused by excessive erosion from a rare storm event. The evacuation of personnel was carried out safely and efficiently and in accordance with prepared plans. However, the incident emphasized the importance of giving the earliest possible notification of possible emergency situations to regulatory agencies and to other operators in the area. Had a further mishap such as the loss of a barge or helicopter compounded the difficulties, the assistance of agencies outside the operator's immediate network could have been crucial. It Is therefore recommended that: (1) The operator notify the relevant authorities and in particular, the COGLA regional office as soon as a severe storm alert has been declared and COGLA promptly provide initial notification and updates to other interested government agencies. (2) When drilling operations are to be undertaken from a SBI during the winter period, the drilling rig and associated materials, especially fuel and drilling mud chemicals, be delivered as late in the season as possible to minimize the effects of late season storms. (3) If drilling operations are planned to be carried out from a SBI throughout the open water season, then the erosion protection of the SBI should be increased. The same criteria now used for ice loading, a design return period of 1 in 25 years, would be reasonable. (4) A post construction verification of the island dimensions and material properties be undertaken for each SBI after construction and a means of monitoring the behavior of the island during critical events be provided.
