Book excerpt: Meteorology is by nature a multidisciplinary and transnational subject and COST cooperation has proved to be a flexible and suitable framework at European level for meteorological activities such as the standardisation of observation techniques and harmonised transmission of meteorological data. Although meteorology is not covered by a specific Community programme as such, various Community actions dealing with meteorology are now included in the EEC research programme on climatology (the "EPOCH" programme - 1989-92) of mechanisms of extreme and sudden concerning particularly the study meteorological events, in order to predict catastrophies and consequently to reduce human and material losses. In the context of COST cooperation, which is supported by the Commission of the European Communities, the COST 73 project (1986-1991) associates 16 countries in Western Europe with the aim of setting up a weather radar network providing real-time measurements of rain, snow or hail precipitations. In this project, radar data are transmitted and combined if appropriate with satellite data - in one or more "compositing centres" of the participating countries, in order to improve weather forecasting. Together with the COST 73 Management Committee, the Commission of the European Communities organized a seminar on this matter, in Brussels on 5-8 September 1989, at the half-way stage of the project.

The present text is aimed at providing modelling and analysis techniques for the evaluation of reliability measures (2-terminal, all-terminal, k-terminal reliability) for systems whose structure can be described in the form of a probabilistic graph. Among the several approaches of network reliability evaluation, the multiple-variable-inversion sum-of-disjoint product approach finds a well-deserved niche as it provides the reliability or unreliability expression in a most efficient and compact manner. However, it does require an efficiently enumerated minimal inputs (minimal path, spanning tree, minimal k-trees, minimal cut, minimal global-cut, minimal k-cut) depending on the desired reliability. The present book covers these two aspects in detail through the descriptions of several algorithms devised by the "reliability fraternity" and explained through solved examples to obtain and evaluate 2-terminal, k-terminal and all-terminal network reliability/unreliability measures and could be its USP. The accompanying web-based supplementary information containing modifiable Matlab® source code for the algorithms is another feature of this book. A very concerted effort has been made to keep the book ideally suitable for first course or even for a novice stepping into the area of network reliability. The mathematical treatment is kept as minimal as possible with an assumption on the readers’ side that they have basic knowledge in graph theory, probabilities laws, Boolean laws and set theory.

The Workshop Chairs were Qijun Gu from Texas State University- San Marcos, USA, and Wanyu Zang from Western Illinois University, USA. The workshop invited 20 researchers from academia and industry around the world in the areas of networking and security to form the Program Committee. The workshop received nine submissions and each submission received two or three double-blind reviews. The review process started on July 6 and ended on July 27. In all, 21 reviews were received. Based on the review scores and comments, seven papers with average score 0 or better were accepted for presentation and inclusion in the workshop proceedings. The workshop emphasized new ideas for secure architectures and protocols to - hance the emerging wireless systems. The accepted papers cover topics on applied cryptography, key management, vulnerability analysis, privacy, authentication, and intrusion detection for emerging wireless systems. The papers were presented in two sessions, chaired by Nikolaos Preve from the National Technical University of A- ens, Greece, and Theofilos Chrysikos from the University of Patras, Greece.
