Book excerpt: Over the past two decades, trade union activity in Batam has been heavily influenced by regional demographics, employment conditions and the prevalent political scenario. Following the end of the New Order in 1998, the single state-authorized union was fragmented, giving rise to a number of new enterprise unions. Batam’s young and diverse immigrant population, with no pre-existing loyalties to particular trade unions, made it a hotspot for industrial relations activities. Low and stagnant workers’ wages throughout Indonesia and outbreak of social unrest resulted in the formation of three strong national-level unions: FSPMI, KSPSI and the KSBSI. By the mid-2000s, these unions were also active in Batam. Unsettled ethnic relations resulted in escalation of labour mobilizations from 2011 to 2013. The Garda Metal (union member formation) spearheaded a number of intense demonstrations throughout Indonesia, including Batam, during this time. The 2012 mobilization was particularly effective, and the union bodies were able to successfully negotiate for significantly higher minimum wages for all workers in Indonesia. After intervention by the Widodo government, and the signing of a harmony declaration, there has been a change in the unions’ approach in demanding wages and conditions improvement. Instead of addressing employment concerns through national-level campaigns, matters are now to be resolved at the enterprise level. While there are no visible signs of a confrontational mobilization in the near future, a number of worker welfare issues remain unsettled.

The conference envisions a future where economic prosperity and environmental well-being are harmonized. By fostering interdisciplinary collaborations, it aims to unite environmental experts, technologists, and policymakers in crafting holistic solutions. The theme of ICAESS 2023 was “Harmonizing Green Economy, Sustainable Development, and Digitalization for a Thriving Future”. The technical program for ICAESS 2023 comprised 37 full papers, boasting an acceptance rate of 45%. The conference tracks included: Track 1-Economics; Track 2-Accounting; Track 3- Managements; and Track 4-Social Sciences. In conjunction with the outstanding technical paper presentations, the technical program featured two keynote speeches, one direct invited talk, and one online invited talk presentation. The distinguished speakers for the keynote speeches were TS Dr. Nurulizwa Binti Abdul Rashid from Universiti Teknikal Malaysia Melaka (UTeM), Malaysia, and Dr. Mehran Nejati from Edith Cowan University, Australia Effective coordination with the steering committee played a pivotal role in ensuring the success of the conference. We express our sincere appreciation for their unwavering support and guidance throughout the entire process. Special acknowledgment goes to the ICAESS Chair Committee for their diligent efforts in completing the peer-review process of technical papers, resulting in the development of a high-quality technical program. This book explores the involvement of preman organizations in securing ports and coastlines in Jakarta, North Sulawesi, and the Riau Islands. The security of ports and coastal areas in the three provinces is of international importance because of their proximity to major sea lanes of communication. This book carefully maps out the tensions, contradictions, and implications of the use of preman organizations in the realization of Indonesia’s efforts to be a truly democratic civil society.

Book excerpt: Institutional constraints and weak capacity often hamper the ability of local governments in developing countries to steer urbanization. As a result, there are not enough cities to accommodate an unabated rural-urban migration and many of those that exist are messy, sprawling, and disconnected. The flipside is the emergence of entire cities--more than gated communities or industrial parks--led in whole or in part by private actors. To date, little systematic research has been conducted on the conditions that are necessary for such unusual entities to emerge, on the roles played by private actors, or on the consequences for efficiency and equity. 'Private Cities: Outstanding Examples from Developing Countries and Their Implications for Urban Policy' aims to fill this gap. Using an analytical framework that draws on urban economics and political science, it includes inventories of private cities in the Arab Republic of Egypt, India, Indonesia, and Pakistan and provides structured reviews of 14 outstanding examples across all developing regions. Nongovernment actors turn out to be diverse--they include not only major companies and large developers but also business associations, civil society organizations, and even foreign countries. The way local governments interact with these nongovernment actors varies as well, from deliberate neglect to joint ventures. Private actors take on some--but not all--local government functions, while at times embracing unconventional roles. And while private cities tend to be economically successful, they can lead to environmental degradation, social segregation, and even institutional secession. Increasing the capacity of local governments in developing countries will take time.Along the way, inefficient spatial development patterns may be locked in. There is a case for selectively tapping into the comparative advantage of significant private actors while actively using policy tools to avoid the potential shortcomings. In the spirit of a publicprivate partnership for urbanization, land value capture would be at the center of this approach.

Book excerpt: Twenty-five years ago, the governments of Singapore, Malaysia, and Indonesia agreed to jointly promote the city-state, the state of Johor in Malaysia, and the Riau Islands in Indonesia. Facilitated by common cultural references, a more distant shared history, and complementary attributes, interactions between the three territories developed quickly. Logistics networks have proliferated and production chains link firms based in one location with affiliates or transport facilities in the other territories. These cross-border links have enabled all three locations to develop their economies and enjoy rising standards of living. Initially economic in nature, the interactions between Singapore, Johor, and the Riau Islands have multiplied and grown deeper. Today, people cross the borders to work, go to school, or avail of an increasing range of goods and services. New political, social, and cultural phenomena have developed. Policymakers in the various territories now need to reconcile economic imperatives and issues of identity and sovereignty. Enabled by their proximity and increasing opportunities, families have also begun to straddle borders, with resulting questions about citizenship and belonging. Using the Cross-Border Region framework - which seeks to analyse these three territories as one entity simultaneously divided and bound together by its borders - this book brings together scholars from a range of disciplines. Its 18 chapters and more than 20 maps examine the interaction between Singapore, Johor, and the Riau Islands over the past quarter-century, and seek to shed light on how these territories could develop in the future.

Book excerpt: To Singapore’s immediate south, Indonesia’s Riau Islands has a population of 2 million and a land area of 8,200 sq kilometers scattered across some 2,000 islands. The better-known islands include Batam, the province’s economic motor; Bintan, the area’s cultural heartland and site of the provincial capital, Tanjungpinang; and Karimun, a ship-building hub strategically located near the Straits of Malacca. Leveraging on its proximity to Singapore, the Riau Islands—and particularly Batam—has been a key part of Indonesia’s strategy to develop its manufacturing sector since the 1990s. In addition to generating a large number of formal sector jobs and earning foreign exchange, this reorientation opened the way for a number of far-reaching political and social developments. Key among them has been: large-scale migration from other parts of the country; the secession of the Riau Islands from the larger Riau Province; and the creation of a new provincial government. Book excerpt: Rising Powers and State Transformation advances the concept of ‘state transformation’ as a useful lens through which to examine rising power states’ foreign policymaking and implementation, with chapters dedicated to China, Russia, India, Brazil, Indonesia and Saudi Arabia. The volume breaks with the prevalent tendency in International Relations (IR) scholarship to treat rising powers as unitary actors in international politics. Although a neat demarcation of the domestic and international domains, on which the notion of unitary agency is premised, has always been a myth, these states’ uneven integration into the global political economy has eroded this perspective’s empirical purchase considerably. Instead, this volume employs the concept of ‘state transformation’ as a lens through which to examine rising power states’ foreign policymaking and implementation.
