Aside from the sustainable management of soil, water, and air, it now seems to be accepted that the sustainable management of genetic resources is one of the four indispensable preconditions for a sustainable agriculture. The discussion on conservation of plant genetic resources for food and agriculture (PGRFA), however, has to reflect the costs of conservation as well. These have not yet been discussed intensively. The study analyzes the conservation costs of plant genetic resources; it also assesses the effectiveness of conservation and the efficiency of the different conservation instruments. It is based on extensive surveys in relevant countries. Following the detailed cost and impact analysis, the results show that the effectiveness of conservation strategies may be increased.

Book excerpt: How can democratization, coupled with transnational integration, resolve conflicts over cultural difference in places that are marked by legacies of nationalist competition? This book explores that question through a comparative study of contestations over language use in the heart of the post-Communist region. Zsuzsa Csergo notes that newly independent governments looked to "rejoin" the West, in particular the European Union, while at the same time asserting control over the institutions they considered key to the reproduction of national cultures. These national projects resulted in renewed salience for minority language rights and a complicated politics triggering EU concerns about the treatment of regional/cultural minorities. Csergo's field research in Romania, Hungary, and Slovakia leads her to make a bold claim about the primacy of domestic politics in the construction of democratic solutions to the conundrum of nation building and minority rights.Talk of the Nation breaks new ground by focusing on both majority and minority political elites and parties in interethnic relations. Csergo challenges arguments about the overwhelming importance of international influence. Her book demonstrates that the role of domestic political actors in interethnic reconciliation is not merely that of "compliance" with international requirements or "effectiveness" in responding to external pressure--they are largely guided by the internal democratic process.

Book excerpt: The idea of national unification has long been a powerful mobilizing force for nationalist thinkers and ethnic entrepreneurs since the rise of nationalist ideology in the late 1700s. This phenomenon came to be known as irredentism. During the Cold War, irredentist projects were largely subordinated to the ideological struggle between East and West. After the Cold War, however, the international system has witnessed a proliferation of such conflicts throughout Europe and Asia. Ambrosio integrates both domestic and international factors to explain both the initiation and settlement of irredentist conflicts. His central argument is that irredentist states confront two potentially contradictory forces: domestic nationalism and pressure from the international community. Irredentist leaders are forced to reconcile their nationalist policies with pressures from the international plane. At the same time, irredentist leaders exploit perceived windows of opportunity in pursuit of their nationalist goals. Ambrosio examines in depth the past, present, and possible irredentist projects of Serbia, Croatia, Hungary, and Armenia within a theoretical and comparative framework. His conclusions yield signficant theoretical findings and important policy implications for both scholars of ethnic conflicts, nationalism, and international relations and policy makers.
