Book Basic Research Plan February 2003

Download or read book Basic Research Plan February 2003 written by and published by . This book was released on 2003 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Basic Research Plan is a dynamic document that is updated every two years. It describes ongoing work as well as planning activities and past accomplishments that can be traced to earlier basic research. It serves to inform both performers and managers of the research as well as to provide military planners with an overview of the entire program. Its ultimate purpose is and remains that of providing the warfighter with superior and affordable technology, whether waging war or enforcing the peace. This fifth edition of the Basic Research Plan is an updated and amplified version of the February 2001 Plan. Each plan serves to focus, integrate and describe the Department of Defense (DoD) investment in a world-class research program. To link basic research to broad, revolutionary 21st century military capabilities requires planning. In the case of a strategic program like basic research, planning involves not so much solving individual problems, but rather whole strategic technology areas that should address still unrealized but envisioned future military capabilities. Historically, basic research has initiated scientific and engineering breakthroughs that started previously undreamed of technological revolutions. There is no reason to doubt that we can do so again.

Book Towards European Science

Download or read book Towards European Science written by Linda Wedlin and published by Edward Elgar Publishing. This book was released on 2015-12-18 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade. It widens the scope of traditional policy analysis by focusing attention on the interaction between policy rationales, new governance mechanisms, and the organisational dynamics of the scientific field. The contributors build a novel analytical framework to understand the European research space as one shifting from a fragmented space of “Science in Europe” to one that is labeled “European Science”. The chapters explore the dynamics of this shift through the lenses of political science, organisation theory, science policy and related analytical traditions. Towards European Science is an interdisciplinary book which will attract a wide set of scholars and professionals interested in science policy, governance and scientific practice. It will also be of use to university leaders and managers, as well as policy-makers and practitioners working on issues of internationalisation and the Europeanisation of science.

Book Ending Dirty Energy Policy

Download or read book Ending Dirty Energy Policy written by Joseph P. Tomain and published by Cambridge University Press. This book was released on 2011-06-20 with total page 319 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change presents the United States, and the world, with regulatory problems of a magnitude, complexity and scope unseen before. The United States, however, particularly after the mid-term elections of 2010, lacks the political will necessary to aggressively address climate change. Most current books focus on climate change. Ending Dirty Energy Policy argues that the US will not adequately address climate change until it transforms its fossil fuel energy policy. Yet there are signs that the country will support the transformation of its century-old energy policy from one that is dependent on fossil fuels to a low-carbon energy portfolio. A transformative energy policy that favors energy efficiency and renewable resources can occur only after the US has abandoned the traditional fossil fuel energy policy, has redesigned regulatory systems to open new markets and promoted competition among new energy providers, and has stimulated private-sector commercial and venture capital investment in energy innovations that can be brought to commercial scale and marketability.

Book Setting Priorities for Large Research Facility Projects Supported by the National Science Foundation

Download or read book Setting Priorities for Large Research Facility Projects Supported by the National Science Foundation written by National Research Council and published by National Academies Press. This book was released on 2004-06-15 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.

Book Mental Health Public Policy in Global Context

Download or read book Mental Health Public Policy in Global Context written by Timothy Philip Fadgen and published by Springer Nature. This book was released on 2020-09-16 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the development of mental health systems in the Pacific Island Countries (PICs) of Samoa and Tonga through an examination of several policy transfer events from the colonial to the contemporary. Beginning in the 1990s, mental health became an area of global policy concern as reflected in concerted international organisation and bilateral aid and development agendas, most notably those of the World Bank, World Health Organization, and the governments of Australia and New Zealand. This book highlights how Tonga and Samoa both reformed their respective mental health systems during these years, after relatively long periods of stagnation. Using recent scholarship concerning public policy transfer, this book explains these policy outcomes and expands it to include consideration of the historical institutional dimensions evidenced by contemporary mental health systems. This book considers three distinct levels of policy implicated in mental health system transfer processes from developed to developing nations: colonial authority and influence; decolonisation processes; and the global development agenda surrounding health systems. In the process, the author argues that there are in fact three levels of policy change that must be accounted for in examining contemporary policy change. These policy levels include formal policy transfers, which tend to be prescriptive, involving professional problem construction and the designation of appropriate state apparatus for curative or custodial care provision; quasi-formal transfers, which tend to be aspirational and involve policy instruments developed through collaborative, participatory processes; and informal transfers that tend to be normative and include practices by professional actors in delivering service merged with traditional cultural beliefs as to disease aetiology as well as reflecting a deep understanding of the cultural context within which the services will be delivered. This book argues that a renewed focus on the importance of public policy and government institutional capacity is necessary to ensure human rights and justice are secured.

This book was released on 2006-09-01 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book argues that a third wave of research on the EU is needed to adequately understand the increased interconnectedness between the European and national political levels. In particular, the book asks: how has Europeanization affected current modes of integration and cooperation in the EU? The authors argue that deeper integration in other areas requires a degree of input legitimacy that is currently lacking in the EU.
