Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. Book excerpt: In the early twentieth century, the new technology of flight changed warfare irrevocably, not only on the battlefield, but also on the home front. As prophesied before 1914, Britain in the First World War was effectively no longer an island, with its cities attacked by Zeppelin airships and Gotha bombers in one of the first strategic bombing campaigns. Drawing on prewar ideas about the fragility of modern industrial civilization, some writers now began to argue that the main strategic risk to Britain was not invasion or blockade, but the possibility of a sudden and intense aerial bombardment of London and other cities, which would cause tremendous destruction and massive casualties. The nation would be shattered in a matter of days or weeks, before it could fully mobilize for war. Defeat, decline, and perhaps even extinction, would follow. This theory of the knock-out blow from the air solidified into a consensus during the 1920s and by the 1930s had largely become an orthodoxy, accepted by pacifists and militarists alike. But the devastation feared in 1938 during the Munich Crisis, when gas masks were distributed and hundreds of thousands fled London, was far in excess of the damage wrought by the Luftwaffe during the Blitz in 1940 and 1941, as terrible as that was. The knock-out blow, then, was a myth. But it was a myth with consequences. For the first time, The Next War in the Air reconstructs the concept of the knock-out blow as it was articulated in the public sphere, the reasons why it came to be so widely accepted by both experts and non-experts, and the way it shaped the responses of the British public to some of the great issues facing them in the 1930s, from pacifism to fascism. Drawing on both archival documents and fictional and non-fictional publications from the period between 1908, when aviation was first perceived as a threat to British security, and 1941, when the Blitz ended, and it became clear that no knock-out blow was coming, The Next War in the Air provides a fascinating insight into the origins and evolution of this important cultural and intellectual phenomenon, Britain's fear of the bomber.

This work assesses the role of air power in changing the face of battle on land and sea. Utilizing late-1990s research, the author demonstrates that the phenomenon of air power was both a cause and a crucial accelerating factor contributing to the theory and practice of total war. For instance, the expansion of warfare to the homefront was a direct result of bombing and indirectly due to the extent of national economic mobilization required to support first rate air power status. In addition, the move away from the principle of total war with the onset of the Cold War and the replacement of air power by ICBMs is thoroughly examined. This work should provide students of international history, war studies, defence and strategic studies with an insight into 20th-century warfare.

I have set certain parameters to define the boundaries of my discussion. I discuss biographies and autobiographies, anthologies, and oral histories of military officers who served in senior positions. Thus, although the stories of great aviators like Eddie Rickenbacker, Charles Lindbergh, and Chuck Yeager are important, those men did not command large forces either in combat or in peace; they had only a temporary effect on the development of strategy and doctrine. Similarly excluded are civilian political leaders and industrialists like Stuart Symington and Donald Douglas, even though they played key roles In their own spheres. What follows are the stories, some published, some not of America's greatest military airmen-some told by themselves, others by biographers. The order of presentation is roughly chronological, according to the time during which these men served. The fact that a surprising number of air luminaries do not appear here means that much work remains to be done.

Book excerpt: This is a reproduction of a famous 1926 air power manual. In the iconography of early American airpower history, certain figures stand out: William "Billy" Mitchell, Henry H. "Hap" Arnold, and Carl A. "Tooey" Spaatz perhaps foremost. But lesser-known figures, some virtually forgotten today, had considerable influence on the development of airpower thought, doctrine, and organization. One of these men was William C. Sherman, the author of Air Warfare. Sherman was present when the foundations were laid and played a significant if not a major role in the construction of the United States (US) Army Air Corps until his tragic death in 1927--a year after his book was published. Sherman was more intellectual in his advocacy and less zealous in his approach, which may account for his lack of notoriety. Not surprisingly then, although not as well-known as Mitchell's Winged Defense, Sherman's book was more rigorous in its approach and balanced in its argument.
