Book excerpt: The study questions whether, after a decade of remarkable progress in trade reform, Latin America and the Caribbean really integrates into the global market, offering a promising rapid growth, and good jobs for its workers. For despite the incidence of the loosely called "knowledge economy", the concern prevails that most countries' rich natural resources, still are the determining factor for exports. Policy recommendations include fostering openness to trade, market access, and foreign direct investment flows, in addition to building human capital, institutions, and public infrastructure, without disregarding the natural advantages. To this end, policymakers should aim at developing educational systems that provide quality education, focused on lifelong learning, and training activities to build human capital. Emphasis should follow on research and development (R&D) incentives, and innovations systems, arguing that countries should experiment with taxation incentives, and subsidies to promote both private, and public investments in R&D, (dependent on the institutional capacity of governments to enforce tax laws, and monitor the quality of investments). Moreover, evidence in this report, suggests that information, and communications technology (ICT) can reduce coordination costs, enabling an effective industrialization, and market access.

Book excerpt: In the past, foreign shocks arrived to national economies mainly through trade channels, and transmissions of such shocks took time to come into effect. However, after capital globalization, shocks spread to markets almost immediately. Despite the increasing macroeconomic dangers that the situation generated at emerging markets in the South, nobody at the North was ready to acknowledge the pro-cyclicality of the financial system and the inner weakness of “decontrolled” financial innovations because they were enjoying from the “great moderation.” Monetary policy was primarily centered on price stability objectives, without considering the mounting credit and asset price booms being generated by market liquidity and the problems generated by this glut. Mainstream economists, in turn, were not majorly attracted in integrating financial factors in their models. External pressures on emerging market economies (EMEs) were not eliminated after 2008, but even increased as international capital flows augmented in relevance thereafter. Initially economic authorities accurately responded to the challenge, but unconventional monetary policies in the US began to create important spillovers in EMEs. Furthermore, in contrast to a previous surge in liquidity, funds were now transmitted to EMEs throughout the bond market. The perspective of an increase in US interest rates by the FED is generating a reversal of expectations and a sudden flight to quality. Emerging countries’ currencies began to experience higher volatility levels, and depreciation movements against a newly strong US dollar are also increasingly observed. Consequently, there are increasing doubts that the “unexpected” favorable outcome observed in most EMEs at the aftermath of the Global Financial Crisis (GFC) would remain.

How can cross-border kinship ties strengthen greater pan-national identity across borders without challenging territorially defined national security? As shown by the Russia-Georgia conflict over South Ossetia, unilateral intervention by a kin state can lead to conflict within and between states. The protection of national minorities should not be used as an excuse to violate state sovereignty and generate inter-state conflict. This book suggests that an answer to the kin state dilemma might come from the formula "neither intervention nor indifference" that recognizes the special bonds but proscribes armed intervention based on the ties of kinship.--Publisher's description.

Book excerpt: From the refusal of the U.S. Congress to approve fast-track trade authority and certain foreign aid packages to the obstacles placed by Western European parliaments in the path of economic integration, legislatures often interfere with national leaders' efforts to reach and implement predictable international agreements. This seems to give an advantage to dictators, who can bluff with confidence and make decisions without consultation, and many assume that even democratic governments would do better to minimize political dissent and speak foreign policy from a single mouth. In this thoughtful, empirically grounded challenge to the assumption that messy domestic politics undermine democracies' ability to conduct international relations, Lisa Martin argues that legislatures--and particularly the apparently problematic openness of their proceedings--actually serve foreign policy well by giving credibility to the international commitments that are made. Examining the American cases of economic sanctions, the use of executive agreements versus treaties, and food assistance, in addition to the establishment of the European Union, Martin concludes that--if institutionalized--even rancorous domestic conversations between executives and legislatures augment rather than impede states' international dealings. Such interactions strengthen and legitimize states' bargaining positions and international commitments, increasing their capacity to realize international cooperation. By expanding our comprehension of how domestic politics affect international dialogue, this work is a major advance in the field of international relations and critical reading for those who study or forge foreign policy.
